Sources Sought. The National Oceanic and Atmospheric Administration
(NOAA), National Weather Service (NWS) has a requirement to provide
routine and emergency maintenance/repair of the NWS-owned NOAA Weather
Radio (NWR) system within the State of Kentucky. The period of
performance will be for one year, beginning October 1, 1998 through
September 30, 1999, plus two option years. The NWR system was designed
to provide an effective dissemination system to the NWS which is a
vital part of the NWS forecast and warning program. In the Commonwealth
of Kentucky, the NWS transmits NWR continuous broadcasts from 30
transmitter locations. The objective of this contract is to provide
routine and emergency maintenance for the NWR transmitters, antenna,
and transmission lines located at all sites in such a manner that the
highest possible system availability, within existing resources, is
provided to the user. The Contractor will be required to provide
maintenance services as needed, vault and tower space, control links,
utilities, tools and test equipment, transportation and per diem to
maintain the NWR system. These services are only known to be available
from the State of Kentucky, Kentucky Emergency Warning, KEWS bldg
#101, Boone Center, Frankfort, KY 40601 because the NWR equipment is
located on towers owned and/or operated by the State of Kentucky. The
State will not permit access to State property by private contractors.
This contract action is for services for which the Government intends
to solicit and negotiate with only one source under authority of FAR
6.302. This notice of intent is not a request for competitive
proposals. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Concerns having the ability to
provide this service are required to submit written notification to the
procuring office listed in this notice within 15 calendar days from the
date of this synopsis. In order to be considered, firms must furnish
detailed information concerning their capability to provide this
service. Such information shall include at a minimum: name, telephone
number and point of contact, ability to provide qualified technicians
capable of maintaining the NWR system, name and telephone number of
firms to whom this service or similar services have been provided
previously, and documented evidence of ability to gain access to state
owned property. If no qualified responses are received, the Government
intends to contract with the State of Kentucky for the services. Posted
