K -- UPGRADE NAVY'S F-14D AIRCREW TRINER SUITE SOL N68936-98-R-0208 DUE 092598 POC Daniel R. Mahan, Contract Specialist, (805) 989-1915 Naval Air Warfare Center Weapons Division intends to contract on a Firm Fixed Price/Cost Plus Fixed Fee basis for an upgrade to the Navy's F-14D Aircrew Trainer Suite. The F-14D Aircrew Trainer Suite consists of a dual dome Weapon Systems Trainer (WST) which can be operated as two individual devices or in an integrated mode, a single dome Mission Flight Trainer (MFT), and a Tactical Environment System (TES) which links all the devices. Each trainer (two WST domes and the MTF) consists of a front and rear seat cockpit, IOS, host computer system, and various support equipment. The host computer system currently consists of a series of multiple Encore processors linked through Encore Reflective Memory. The trainer suite provides procedural, tactical, and emergency training for the F-14D aircrew. All training devices are located at NAS Oceana (Virginia Beach, VA). This acquisition shall utilize a Statement of Objectives (SOO) vice a detailed Statement of Work (SOW). Offerors shall be required to propose the SOW. The primary objective of the program will be to procure a replacement host computer system that will maintain current training capabilities and provide for future growth, expandability, and supportability. There will also be secondary objectives to this program. An example of secondary objectives is the replacement of unsupportable subsystems like the ADAGE, which provides stroke graphics for radar displays, and the Rastertech, which drives Instructor Operator Station displays. The government intends to issue a single contract on an unrestricted basis.
