Mental Health Services Administration (SAMHSA) is soliciting proposals
on a competitive basis from qualified small business organizations
having the capability to develop and implement a public
education/social marketing campaign in coordination with grantee sites
in the Center for Mental Health Services Comprehensive Community
Mental Health Services for Children and Their Families Program. Under
this program, 31 grants in 21 states have been awarded to improve the
delivery of treatment and support services for children with serious
emotional disturbance and for their families based on an integrated,
comprehensive, community-based model that involves the family and, when
appropriate, the child. An estimated 40 grantees will be active each
year of the campaign. Tasks included in the proposed project are review
of the existing communication campaign, CARING FOR EVERY CHILD'S MENTAL
HEALTH: Communities Together, for future planning purposes; development
and support for a National Coalition/Partnership in support of the
campaign efforts; and implementation of a public education/social
marketing plan to: 1) increase the likelihood that children and
adolescents with serious emotional disturbances and their families are
appropriately served and treated; 2) increase national awareness of
mental health needs and services for children and adolescents among
mental health providers, grantees, intermediary groups/organizations
and the public; 3) raise public awareness and activate the community to
the need for increased understanding of the mental health needs of
children and adolescents through utilization of comprehensive systems
of care; and 4) help the Center for Mental Health Services fulfill its
congressional mandate as the Federal leader in the development of
policies and services for children and adolescents with serious
emotional disorders and their families. Specifically, this contract
will include conducting a situational analysis; developing a strategic
marketing plan; material/product development and production;
dissemination of information through grantee sites, mental health care
providers, primary health care providers, social service
professionals, state and local legislators, educators, the faith
community and specific components of the public (children with serious
emotional disturbance and their families); and, establishing a
feedback loop to continually refine the public education/social
marketing campaign. To qualify, the offeror must demonstrate: (1) an
understanding of the background, purpose, scope and intent of this
contract; (2) an understanding of the problems that may be encountered
in performing the contract and the methodology required to achieve
project objectives; (3) qualifications, experience and availability of
professional personnel to plan and implement the appropriate
components of a national public education/social marketing campaign. We
anticipate awarding a thirty six (36) month, with 2 twelve (12) month
options, cost-reimbursement, completion type contract as a result of
this solicitation. Request for Proposal (RFP) No. 280-98-8018 is
scheduled for issuance on or about 15 days after publication of this
notice and will close 45 calendar days thereafter. This solicitation
may be obtained two ways: electronically or by mail. Electronically:

sent to you by mail. By mail: Requests for copies of the RFP to be
mailed must be made in writing or by facsimile (301/443-0019), and will
be honored if received within twenty calendar days after issuance of
the solicitation. Requests received after this period will be filled on
a first-come, first-served basis until the supply is exhausted. There
is no assurance that copies requested after the twentieth day will
reach the requestor before the due date for receipt of responses. Send
