Harris (805) 370-2322 The National Park Service (NPS) intends to negotiate and award a purchase order with only one source, using Simplified Acquisition Procedures, with Biological Mediation Systems, Inc., P.O. Box 8248, Ft. Collins, CO 80526. The proposed procurement is for one (1) prefabricated evaporator waste treatment system operated by solar photovoltaic panels, premanufactured and installed on-site. The system must consist of a vented, evaporative holding vault with a polyethylene lining which is specifically designed to eliminate 75% of liquid in the holding tank as well as eliminate odors. It is also designed for flood plane use, which is where the unit will be installed. The vault must be sealed and lined with two (2), 6 mil layers of polyethylene to prevent sewage spills. This unit is designed for a backcountry site where there is no electricity, water, or sewage fields or lines. The building dimensions are 13'-8" by 18'-6"; the door must be 18-gauge steel frame. Toilet must be handicapped accessible. Vault size must be at least 1,180 gallons. NPS believes there is only one responsible source and have found no other manufacturer will satisfy the agency's requirement listed above. This notice is not a request for competative quotes. Firms believing they can provide the required item are encouraged to identify themselves and give written notification to the Contracting Officer. They must, however, provide supporting evidence they can furnish the requested item at a cost that will not exceed the total intended transaction cost, will not violate any patents, and submit a quote for consideration no later then 15 days from the published date of this synopsis announcement. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
