following Synopsis/Solicitation N00178-98-Q-0167 is revised to include
the closing date of 18 August 1998 at the end of the
Synopsis/Solicitation that was inadvertently left out of previous
Submission No. 221684 of 10 July 1998. The entire Synopsis/Solicitation
is restated as follows. The Government intends to procure
administrative and management support services on a sole source basis
with The College Fund/UNCF, 8260 Willow Oaks Corporate Drive, Fairfax,
VA. The objective of this contract is to increase opportunities for
Small Businesses, Historically Black Colleges and Universities, and
Minority Institutions (HBCU/MI) to become more involved in Small
Business Innovation Research and Small Business Technology Transfer
(SBIR/STTR) programs as well as DOD contracts and grants. The support
services shall include 1) provide information, training
seminars/workshops and technical assistance to Small Businesses,
Historically Black Colleges and Universities, and Minority Institutions
(HBCU/MI); 2) coordinate information and project documentation to
include, but not be limited, USMC R&D organizations
relating/participating in Historically Black Colleges and Universities
and Minority Institutions (HBCU/MI) and the Small Business Innovation
Research and Small Business Technology Transfer (SBIR/STTR) programs.
These programs are designed to increase HBCU/MI involvement in Marine
Corps research and development activities and DOD contracts and
grants; 3) provide an active outreach program which includes, but is
not limited to, training seminars/workshops to assist in formulating
concepts and ideas that can be submitted as projects/proposals, assist
in the preparation and distribution of required forms and associated
paperwork for pending acquisitions, and assist and coordinate in
responding to program solicitations; and 4) coordinate four quarterly
USMC HBCU meetings. The delivery requirements are as follows 1) submit
Monthly Status Reports (including Contract number, title,
modifications (include number, date, and purpose), and period of
performance; Expenditures (i.e., actual man-hour expenditures, dollars,
ODCs (travel, relocations, graphics, etc.), a comparison with total
amount invoiced for the corresponding period and explanation for any
differences (other than rounding); and Brief summarization of delivery
requirements identified in item number 2), 2) submit Quarterly Status
Report/New Letter (including Contract number; Identify Highlights;
Training Seminars offered; Successes/Accomplishments; and general
information associated with the HBCU/MI and SBIR/STTR programs and
other DOD contracts/grants; and 3) submit a Final Report (including
Contract number; Identify the total number of Small Businesses HBCU/MI
that received information; Total number of attendees at seminars;
Identify any problems or obstacles encountered; Provide recommendations
and offer possible solutions; and Include one copy of each Quarterly
Progress Report/New Letter published during the contract performance.
The period of performanceshall be for twelve (12) months. The
contractors facility will be the primary place of performance. Sole
source based upon the intense, in-depth knowledge of the HBCU/MI
capabilities and their abilities to participate in DOD initiatives,
educational programs, research and development efforts and other
selected contract/grant opportunities through The College Fund/UNCFs
Comprehensive Infrastructure Development Assistance Program (IDAP).
This knowledge will be invaluable to increase the opportunities for
HBCU/MIs to participate in and benefit Federal programs. The College
Fund/UNCFs will ensure they meet or exceed requirements of Executive
Order mandates. Award is to be made under Simplified Acquisition
Procedures. All responsible sources shall provide technical information
and expertise along with their proposal and reference Request for
