Miron, (202) 927-0386 The USCS intends to acquire the services of two
Public Administration Advisors through Personal Services Contracts. The
advisors will assist Southeast European Cooperative Initiative (SECI)
participants in a) securing World Bank Loans to upgrade physical border
stations, b) harmonizing transit policies and establishing trade
facilitation committees, c) assisting in the reform and modernization
of the border services, and d) assisting in the establishment of a
regional center to fight trans-border crime and corruption such as
smuggling of goods and weapons of mass destruction, illegal
immigration, and organized crime. 1.) The Loan Consultant/Public
Administration Advisor (Grade 14-15 based upon qualifications) will act
as a liaison between SECI members and the World Bank in initiating and
processing loans, ensuring that SECI responds timely and completely to
World Bank requests and that the World Bank responds to SECI member's
status queries. World Bank information requests may include research of
sites, traffic patterns, or government operations and procedures
relating to the initiative on border stations, etc. Oversite of
activities related to these areas may also be required. 2.) The Chief
of Party (Grade 14-15 based upon qualifications) will serve as
supervisor and coordinate the activities of the multi-national SECI
Border Services Advisory Team (Team) which will work to modernize the
Romanian border services, including reduction of smuggling, increasing
revenue collection, improving compliance with customs laws and
increasing interagency cooperation. He/she will evaluate and review
program progress, recommend improvements to the operation and staffing.
He/she will serve as the lead interface between the team and upper
levels of the Romanian Government and, as such, must have extensive
experience with Border control and/or international law enforcement. At
this time, both contractors are expected to be based in Bucharest,
Romania, but may be required to travel throughout the SECI participant
countries. A 15% Post Differential will be paid. Copies of the
