USDA, ARS, RRC intends to solicit and negotiate with only one source, Southeastern Semen Services, to provide collection and freezing services for 400 units of semen from 22 Romosinuano Bulls of Columbian origin. Services are to be performed during the period 9/15/98 through 6/15/99. Requirements include: (1) provider shall provide feed and care of bulls while at their facility, (2)provider will assume responsibility for liability of his personnel, (3) provider must be located within a 150 mile radius of USDA, STARS, Brooksville, Florida and within the state of Florida, (4)provider must have permanent and well maintained facilities and laboratory, (5) must be able to accommodate at least 6 bulls at any time, (6) provider must have a Bachelor of Science degree in Animal Science, (7) must have at least one additional employee on days of semen collection. Southeastern Semen Services is the only known source of collection services in the State of Florida that meets the minimum requirements as stated. Interested parties should submit written responses including pricing and technical data sufficient to determine capability to meet the entire requirement and such responses must be received in this office with 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a qualified source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Southeastern Semen Services without further notice.
