COMMERCE BUSINESS DAILY ISSUE OF AUGUST 14,1998 PSA#2159R -- REHABILITATION INTERNATIONAL The Social Security Administration
(SSA) intends to negotiate with Rehabilitation International (RI) on a
sole-source bases to conduct a policy-related initiative into the
barriers to employment for young women with disabilities, particularly
those who are racially and/or culturally disadvantaged. The project
will be conducted through the mechanism of training workshops and
discussions groups for disabled women. The purpose of the project is to
further the development of, and the continuing improvement to, SSA's
employment and Return to Work initiative and to produce valuable
information and insight that will be used to formulate policy-related
initiative to improve work outcomes for high-risk disabled women. RI
will have full accountability for the overall administration,
coordination and liaison of the project with other international
agencies and domestic non-profit organizations. Based upon market
research, SSA has concluded that RI possess unique capabilities for
satisfying this requirement in that RI is the one and only organization
with the subject expertise combined with the worldwide stature and
strong expertise and familiarity with the issues based upon established
contacts with such international agencies and domestic non-profit
