issued on an unrestrictive basis in accordance with DOD FAR Clause
252.219-7008. Replies to this synopsis are requested from all
interested parties. This procurement is intended to be a negotiated,
"Best Value" source selection using relevant past performance and total
performance time as factors other than cost/price in evaluating
proposals and selecting a contractor for award. The Government reserves
the right to award a contract to other than the low proposed price.
Only one proposal may be submitted by each offeror. Offerors shall
submit proposals that are accepted solely on the basis of the initial
offer as the Government may proceed with award of the contract without
further discussion. The Government may request additional information
from offerors that it considers to have a reasonable chance of being
selected for contract award, and may discuss proposals with offerors
determined to be in the competitive range. The Government will evaluate
all initial proposals. Evaluation factors for award are (1) experience
with housing renovation of this magnitude and including past
performance (2) performance period and (3) price. The magnitude of this
project is between $5M and $10M. This project is the fourth phase of a
multi-phase program to upgrade 974 substandard family housing units.
The project includes neighborhood improvements including playgrounds
and landscaping, replacing overhead utility lines with underground
utilities, replacement of deteriorated sewer lines as necessary, and
street layout adjustments to improve neighborhood identity and reduce
traffic safety problems. The scope of work in this construction project
is to improve 100 military housing units and the demolition of 8
military housing units in the Berkeley Village Housing Area at Seymour
Johnson AFB, NC. The units were originally constructed in 1958. These
100 units consist of 22 two bedroom, and 78 three bedroom units. This
project includes furnishing appliances, complete demolition of 8
units, partial demolition of the remaining units in the project area,
and asbestos/lead paint abatement. Improvements include new utilities,
adding required storage space, upgrading bathrooms and kitchens,
improving floors, finishes, layouts, and energy efficiency. The project
also includes providing patios and privacy fencing, installing
double-paned windows, and sliding doors. There will be a single site
visit with interested parties. Project is anticipated to be released on
or about 21 Sep 98 with an anticipated award on or before 23 Dec 98.
The site visit is scheduled for on or about 5 Oct 98. No site visit
other than this will be entertained. Request for proposal packages must
be submitted in writing with a nonrefundable $65.00 check or money
order payable to US Treasury. Currently the solicitation package is not
available for download on the Internet, however, it may become
available through the Internet at some point during the solicitation
