Contract Office, Contract@nist.gov. The National Institute of Standards
and Technology (NIST) intends to procure a Superconducting Magnet
Horizonal Field Split Pair For Neutron Diffraction using simplified
acquisition procedures, under the authority of the test program for
certain commercial items cited in FAR Surpart 13.5, Test Program for
Certain Commercial Items. This is a combined synopsis/ solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation. Quotations
are being requested and a written solicitation will not be issued.
Solicitation 53SBNB860142 is issued as a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-04. The
Standard Industrial Classification (SIC) code is 3826. The small
business size standard is 500 employees. This action is unrestricted.
The Contract Line Item Number (CLIN), quantities, and unit issues are
as follows: CLIN 0001 SUPERCONDUCTING MAGNET HORIZONTAL FIELD SPLIT
PAIR FOR NEUTRON DIFFRACTION: Central Field: 7.5 tesla at 4.2 K in
symmetric mode, 9.0 tesla at 2.2 K in symmetric mode. Bore Diameter:
50mm, Stability in Persistent Mode: at least 5 parts in 100000 per
hour. Neutron access: +/- 3.5 degrees conical onto 25mm dsv through
split,+/-5 degrees onto 25 mm dsv through bore. HOMOGENEITY: 0.5% over
10 mm dsv, 1.0% over 20 mm dsv. Protection Circuit: Resistor/Diode.
CRYOSTAT: Overall Diameter: 450 mm, Rectangular tails at the level of
magnet. Beam height: 152 mm above base of cryostat is preferred can not
exceed 182mm. Mounts on goniometer with 4 x 6M 325.4 PCD. Hold times:
Helium: 60 hours, with magnet in persistent mode at 4.2K and VTI at 300
K . Nitrogen: 60 hours. VARIABLE TEMPERATURE INSERT: Temperature Range:
1.5 K to 300 K, as measured at the VTI heat exchanger. Sensor and
Heater: Cernox sensor and heater mounted on heat exchanger. Sampler
access: 30 mm. Automated Temperature Control. WINDOWS: OVC with
sapphire windows over the full beam access described above. LN
radiation shield windows of single-xtal silicon and 100 nm Al film. VTI
windows of sapphire to withstand 1.5 bar in either direction. CLIN 0002
Cryogen level probes and meters. CLIN 0003 Bipolar superconducting
magnet power supply with RS-232 interface. CLIN 0004 Temperature
Controllers to monitor and control both the VTI and sample and with
RS-232 interface. CLIN 0005 Sample stick with baffles and mounted
Cernox calibrated sensor and 25-50 Ohm 50 Watt heater. CLIN 0006
INSTALLATION: Service engineer will arrive at facility, unpack, leak
check, cool down, operate and train on system operation. The contractor
shall provide installation of the system within 30s day after delivery.
A 30 day acceptance testing period after the installation shall apply.
Required delivery within nine (9) months after contract award. FAR
52.247-35 FOB Destination, Within Consignee's Premises, Delivery
location is National Institute of Standards and Technology, Building
235, Gaithersburg, MD, 20899. The provision at FAR 52-212-1,
Instructions to Offerors -- Commercial Items are applicable to this
acquisition. The provision at 52.212-2, Evaluation-Commercial Items,
applies to this acquisition. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government. Award will be made to the lowest price, technically
acceptable offer. All responsible sources may submit a quotation which
will be considered by the agency. Offerors shall comply with the
provision at FAR 52.212-1(b) and submit 1) Three (3) copies of
quotation which addresses CLIN 0001-0006; 2) three (3) copies of
technical description of the items being offered in sufficient detail
to evaluate compliance with the requirements in this solicitation; 3)
Two (2) copies of the most recent published price list(s) or contract
prices with current proposed prices for the same or similar items
(include the contract number, contact person, and telephone number,
company or organization, contracting officer and telephone number; And
4) Past Performance Information. Two (2) copies of a list of two
contract/purchase order completed during the past three years for
similar equipment with the following information: Name of contracting
activity, contract number, contract type, total contract value,
contracting officer and telephone number. Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items which may be downloaded from
http://www.nist.gov/admin/od/contract/repcert.htm. The clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, and the
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to

52.225-3, (15) 52.225-21(ii) (Alternate 1), and 52.233.3, Protest After
