SUBJECT: SPARES MANAGEMENT ACQUISITION 1. The F-15 System Program
Office is contemplating the acquisition of supplies and services
necessary to manage and deliver spare parts. The acquisition will be
accomplished through the use of best value competitive procedures. The
successful offeror will be responsible for Foreign Military Sales
(FMS) spare part purchases, unless precluded by an international
agreement and may also purchase spare parts for the United States Air
Force. The anticipated workload involves managing and purchasing spare
parts as requirements are generated, processing calls initiated by
item managers, finding new sources for obsolete parts, and monitoring
of orders issued to ensure timely delivery. Only one contract will be
awarded; however, the sucessful offeror will issue orders to actual
vendors of the spare parts. The successful offeror will also provide
regular input into theGovernment's information management system for
tracking cost, current status, and delivery of the spare part
purchases. 2. A Risk Assessment workshop will be conducted 08-11 Sep 98
beginning 8:00 a.m. at the Robins Air Force Base Museum RE Conference
facility, Century of Flight Hangar. All interested sources are invited
to participate in this Risk Assessment Workshop. This workshop will
afford all interested parties an opportunity to participate in the
initial planning and strategy for this acquisition. It will be an
excellent opportunity for your input regarding program risks,
evaluation criteria, contract type, contract clauses, delivery
requirements, overall program execution and to obtain answers to any
questions you have. 3. Request any information relative to similar type
efforts as well as any written questions you may have concerning this
acquisition be submitted by no later than 28 Aug 98. Common questions
will be consolidated and answered during the Risk Assessment Workshop
and questions pertainingto individual companies will be addressed
separately or via written correspondence. 4. We are looking forward to
