synopsis/solicitation for commercial items prepared in accordance with
the format in subpart FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested an a written
solicitation will not be issued. The solicitation documents and
incorporates provisions and clauses in effect through FAR 97-06. This
office intends to issue a purchase order for a toolcrib management
system (hardware, software and installation)that is written for Windows
95/98 and Windows NT using the SQL Server Database, radio frequency and
standard bar code enabled which is expandable, scalable and
configurable. The system will provide secure point-of-use distribution,
managed inventroy, integrated supply system to multiple locations for
entry to a common database residing on a Windows NT 4.0 Wide Area
Network Server. The entry point is through a standard network computer,
remote entry and real-time RF Barcode Transceiver. It must be able to
support expendable, durable and reworkable items, kits, assemblies and
maintenance for test equipment. It must also provide customizable
security levels using all aspects of Windows NT. The reports will be
customized by operators and additional reports created using crystal
reports. Reports can be scheduled and delivered using E-Mail or fax.
The initial installation will be for two locations (Ft Campbell, KY and
Hunter AAF, GA) with a total of three administrative computers and at
least ten remote points. The initial hardware to support this
requirement should include two printers, three CPU connected scanners,
and three RF scanners and the additional hardware/software to insure
they support the software. The contractor will also provide
installation, training, and manuals for two locations. Delivery is 30
Days ARO. Offerors shall submit a technical description of the software
and hardware in sufficient detail to evaluate compliance with the
requirements of this RFQ. The following clauses apply: FAR 52.212-1,
Instructions to Offerors; 52.212-2, Evaluation-Commercial Items, The
following factors shall be used to evaluate offers listed in the order
of precendence: Technical compliance with the specifications and cost;
52.212-3, Offer Representations and Certification-Commercial Items;
52.212-4, Contract Terms and Conditions. The DFAR Clause 252.204-7004,
Required Central Contractor Regristration is also incorporated.
Offerors must be registered in the CCR to qualify for this award.
