procurement, technical advisory services will be needed in the areas of
project development, identification of best practices, and State needs
assessment. This project is in support of the U.S. Department of
Energy, Weatherization Assistance Program which is authorized under
Title IV of the Energy Conservation and Production Act, Pub. L. 94-385.
The Weatherization Assistance Program is a State grants program whereby
DOE makes grants to the states, which in turn award grants to local
agencies, usually community based organizations, to increase the energy
efficiency and reduce the burden of energy costs to low-income
Americans, especially households with elderly residents, people with
disabilities and families with children. This project is being
sponsored by the Office of State and Community Programs within the
Department of Energy's Office of Energy Efficiency and Renewable
Energy. The Regional Skills Development Program seeks to bridge the gap
between high-performing local agencies and less progressive agencies,
by establishing a base level of cost-effective performance at the
subgrantee level which all states agree to abide by. Because savings
can be found in both technical and program delivery, this project will
examine both areas of performance to determine the most
cost-effective, practical methods of employing weatherization services.
The BRSO expects that the contractor will perform the following tasks:
1. Develop a methodology to identify measurable areas of
weatherization service delivery (both program and technical). 2. Create
a survey format for collecting data on current "best practices" at the
local level in Region I. 3. Produce list of Weatherization services to
be measured. List should include (but is not limited to) the following
categories: internal management procedures, energy audit procedures,
client satisfaction, installation, post installation, maintaining
results and management innovation. 4. Develop evaluation procedure for
determining best method of service delivery (cost and other factors
considered). 5. Conduct research on industry standards or "best
practices" for service delivery areas identified -- use existing DOE
resources where available. Conduct any other research necessary to
assist in developing best practices. 6. Participate in first focus
group process for agreeing on best practices. Assist the DOE Project
Facilitator in developing the meeting agenda and provide information
resources as necessary. Provide technical advice as appropriate. Ensure
decisions are technically sound. 7. Review state self assessment survey
with the help of the DOE Project Facilitator currently working on the
project. The contractor will review the survey for technical and
statistical accuracy before it is disseminated to the states. 8. Serve
as technical advisor. Assist BRSO staff by providing technical advice
and assistance in order to abet BRSO's project management. To obtain
