COMMERCE BUSINESS DAILY ISSUE OF AUGUST 20,1998 PSA#2163NAVAL OCEANOGRAPHIC OFFICE, CONTRACTING DIVISION, CODE N41, STENNIS
SPACE CNTR, MS 39522-5001 66 -- REMOTELY OPERATED VEHICLE (ROV) (WORKING CLASS) SOL
N62306-98-Q-A002 DUE 082498 POC Contract Specialist, N.F. HAIRSTON,
(228) 689-8367 Amendment 0001 to solicitation N62306-98-Q-A002,
published on 28 Jul 98. 1. Incorporate the following changes to the
specification under this combined synosis/solicitation. (a) Add the
following to the description of the Flotation Modules in the
specification by adding the words "to allow for a complete flotation
change out"; (b) Add the following to the description of the
Submersible Pump "60 gpm @ 15psi"; (c) Add the followingto the
description of the Movie Grade Lighting Upgrade "to include 2 gas HID
lights @ 150 watts each, with 2 minute restart time"; (d) Delete the
requirement for the sonar to process analog signals; (e) The required
thrusters are to be rated to a depth of 1000 meters in lieu of 6000
meters; (f) The manipulator is to be rated to a depth of 1000 meters in
lieu of 6000 meters; (g) Provide clarification that the overall ROV
system is to be rated to a depth of 1000 meters, but the sonar head,
only, is to be rated to 6000 meters; (h) Add the following to the
description of the umbilical "The ROV will not be lifted by it's
umbilical, the ROV will be recovered via a ships line or knuckle crane,
with the attachment being made by someone in a ship launched
watercraft." and "A kevlar strength member with a working load of 800#
is required over the specified bending radius with a breaking strength
of 4000#."; (i) Add the following clarifying information "The ROV is
specified as a 1000 meter rated system with a 1000 meter long cable;
(j) The maximum size of the ROV is changed to read 88"L x 40"W x 48".
2. The following clarifications are provided: (a) The entire sonar
system and head, per the specifications, is to be provided with the ROV
system (CLIN 0001); (b) All components listed under separate CLINs are
separately priced items, and not part of the ROV system as described
under CLIN 0001; (c) Estimated quantities include estimated quantities
for the life of the contract/order (base plus 5 (1) year option
periods); (d) A question was asked as follows: "Since there is no
Tether Management System mentioned in the procurement, is it safe to
assume that you (NAVO) will be employing a clump weight to get the
vehicle (and umbilical) to depth? If this is the case, there is a fair
amount money being wasted on making the whole umbilical neutrally
buoyant." How do you (NAVO) envision that the operation will be run?"
NAVO response: It depends on the operation. In deeper waters we (NAVO)
will use a clump weight or similar and the cable could be designed
differently. But this will be a multi purpose machine with several
totally different operational missions. For example, in some shallow
water missions the cable reach will be more important. Based on past
experiences, we want the first umbilical as specified. As we become
more specialized, different umbilicals will be needed. 3. THE
SOLICITATION CLOSING DATE IS EXTENDED UNTIL 24 AUGUST 1998, 1430 (LOCAL
TIME). Posted 08/18/98 (I-SN238520). (0230) Loren Data Corp. http://www.ld.com (SYN# 0367 19980820\66-0010.SOL)
