This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number for this project is 22-3K47-98, and is issued as a Request for Quotation. This solicitation incorporates clauses and provisions that are in effect through Federal Acquisition Circular 97-5. This solicitation is issued on an unrestricted basis. The standard industrial classification code is 5049, with a small business standard of 100 employees. The equipment is to be delivered within 90 days of award and shipped F.O.B. Destination to the U.S. Department of Agriculture in Beltsville, Maryland. This solicitation incorporates provisions 52.212-2, Instructions to Offerors -- Commercial; 52.212-3, Offeror Representations and Certifications -- Commercial Items, 52.212-4, Contract Terms and conditions -- Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders -- commercial Items. The following additional provisions are incorporated in 52.212-5 and apply to this RFQ 52.222-26, 52.222-35, 52.222-36, 52,222-37, 52.225-3, 52.225-18 and 52.225-21. FAX quotes will not be accepted. The U.S. Department of Agriculture intends to do a sole source contract to Bran and Luebe for the autoanalyzer and block digestor system because (1) it is the on instrumentation that is capable is getting nitrites in soils, (2) is capable for analyzing various analytes in soils, forages and manure, (3) is the only instrumentation known that is compatible with existing Technicon Autoanalyzer currently in use. This instrumentation is to be used to perform routine analysis for ammonia, Kjeldhal nitrogen, solubilized phosphorus, nitrates and nitrites on a wide variety of samples ranging from acid digester of forages, silages, manures, feces, urines and soils, to potassium chloride and water extracts of samples of similar or identical nature. This instrumentation is required to be compatible with existing equipment to ensure results identical to those already produced and to avoid the loss of the substantial investment in time and money already made. Instrument must be capable of determining nitrogen and phosphorus in sulfuric acid digests of forages, soils and manures. Must also be capable of determining ammonia, nitrates, and nitrites in potassium chloride extracts of soils and in water extracts of manures, soils or other samples. Must be capable with modification of determining (1) urea and ammonia in urine, and (2) total nonstructural carbohydrates and alpha amino nitrogen in extracts of forages, manures and soils.
