Causey, Contracting Officer 202/616-1901 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information. This announcement constitutes the only solicitation; quotes are being requested and a written solicititation will not be issued. Solicitation number OJP-98-R-011 is issued as a request for quotation (RFQ), and will be awarded as a contract using the simplified acquisition procedures. This solicitation document, incorporated provisions and clauses are those in effectg through Federal Acquisition Circular 97-06. The standard industrial code is 4226 and the business size standard is $18.5M. This is an unrestricted procurement. Line Items: 001 -- The contractor shall provide a secure facility with sufficient space for long term storage of approximately 750 -- 1,000 boxes of records, plus growth space of approximately 10% per year. Electronic records (i.e., diskettes, CD's, tapes) may be included along with paper records. The facility should be equipped with the following : automatic fire suppression system, temperature and humidity controls (i.e., 65 degrees F and 45-50 percent relative humidity), intrusion alarms, space protected from direct exposure to sunlight, storage facility must be within 50 miles (one way) of the Office of Justice Programs (OJP). Line Item: 002 -- OJP prepared boxes shall be stored on shelves, not directly on the floor; Line Item: 003 -- The inventory management system shall ensure prompt filing and retrieval of document, as needed, and provide safety backup systems for records management database; Line Item: 004 -- Transportation services (a) Pickup -- the contractor shall provide pick up of materials from OJP facility -- (1) normal pickup within 24 hours, emergency pickup as follows: calls placed by 10:00 am shall be picked up the same day by 3:00 pm, calls placed by 3:00 PM shall be picked up the following day by 10:00 am; Line Item: 005 -- Delivery: the contractor shall deliver materials to the OJP facility stored boxes, as requested, normal delivery within 24 hours, emergency deliveries as follows: calls placed by 10:00am, materials shall be delivered the same day by 3:00pm, calls placed by 3:00 pm, materials shall be delivered the following day by 10:00 am. Pickup/Delivery to: U.S. Department of Justice, Office of Justice Programs, 810 7th Street, NW, Washington, DC 20531. The period of performance shall be a base year of twelve (12) months plus four (4) option years of twelve (12) months each.
