synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This procurement is unrestricted,
full and open, all responsible sources may submit an offer which will
be considered. Notice to all potential offerors: Reference DFARS
Clause 252.204-7004 "Required Central Contractor Registration" as of 31
May 1998 all contractors wishing to do business with the Department of
Defense are required to be registered and/or confirm that all
information in the registry is accurate and complete. Any offeror that
is not reistered or whose information is not correct in the registry
will not be eligible for award. This announcement constitutes theonly
solicitation, issued as a Request for Quotations [RFQ]. Quotations are
now requested; a separate solicitation will not be issued. The RFQ and
incorporated provisions and clauses are are those in effect through
Federal Acquisition Circular 97-1. Standard Industrial Classification
Code is 7513. Basic Contract Period from 1 October 1998 through 30
September 1999, plus three [3] option years. Contractor shall furnish
on a lease/rental basis one [1] 24-foot closed box truck, with
unlimited mileage, to 147th Medical Logistics Battalion [147th Medlog
R], Building 2265, Fort Sam Houston, Texas. Contractor shall identify
a Contract Manager, designated to act for the Contractor on all
contract matters, who shall be responsible for the performance of the
contract. The Contractor shall not employ any person who is a military
member or an employee of the US Government even if that person is in
off-duty status, if such employment would be in violation of statute of
Standards of Conduct for Employees of the Executive Branch and
implementing regulations of the DoD; nor shall the Contractor employ
any such person unless such person seeks and receives approval in
accordance with applicable departmental regulations. Contractor shall
not employ any relative of Government military or civilian personnel
who have either direct or indirect association with the award or
administration of this contract. The Contracting Officer [KO] will be
the only person duly appointed and having the authority to enter into
contracts and modifications which will bind the Government. The
Contracting Officer's Representative [COR] will be an individual
designated in writing by the KO to perform specific administrative
functions. COR has no authority to enter into, change, or terminate
Government contracts. Contract modification is any written alteration
to the specifications, delivery point, rate of delivery, contract
period, price, quantity, or other contract provisions within the scope
of an existing contract. Contract Start Date is the beginning of the
basic contract period in accordance with the terms of the contract.
Normal duty hours are 7:00 am to 5:00 pm Monday through Friday
excluding Federal Holidays. Unlimited mileage: no additional
cost/charges will be allowed/assessed due to miles driven by the
Government. The Government's minimum specifications for the 24-foot
truck are as follows: Unlimited Mileage, Dry box van, Diesel engine,
Automatic transmission, Air conditioning and heating, Liftgate [2500
pounds], Secureable cargo door, Power brakes, AM/FM radio, Spare keys,
All oil, lubricants and antifreeeze, Mudflaps, Lighted cargo area,
Reflectors, Fire extinguisher B & C, Any and all repairs not caused by
driver abuse or accident. The contractor shall provide 24hour/7day
nationwide road service to include emergency road service. The
contractor shall perform all maintenance to include oil changes,
lubrication, maintain anti-freeze levels, motor tune-ups, manufacturer
recall, repair of flat tires and all other functions necessary to
maintain the vehicle in good operational condition including all parts
and labor at no additional cost to the Government. The Contractor
shall ensure the vehicle is washed inside and outside during schduled
maintenance or twice monthly as scheduled by the COR. The Contractor
shall provide a schedule for completion of scheduled services. The
Contractor shall respond within one hour after notification of a
problem call. If repair(s) or service cannot be accomplished with 24
hours upon notification to the Contractor, the Contractor shall provide
an equal replacement truck to the Government without additional cost.
Preventive maintenance services shall be provided within the San
Antonio [TX] area. Truck mileage upon initial delivery will not exceed
50,000 miles, and truck will be replaced with a like vehicle of
current model year when mileage reaches 175,000 miles. Government will
be responsible for fuel. The following clauses and provisions apply
