synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number as shown in

solicitation number as shown in this announcement is a Request for
Proposal (RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
(FAC) 97-05. The Internal Revenue Service intends to negotiate on a
sole source basis with Ameritech for the acquisition of local telephone
services for the Detroit Computing Center, Detroit, MI. The following
constitutes the RFP's requirement by Contract Line Item Number: 0001,
QTY 3 ea. U/P per month, Integrated Services Digital Network Prime
(ISDN); 0002, QTY 3 ea. U/P per month, Digital Service 1 (DS1); 0003,
QTY 3 ea. U/P per month, End User Common Line Charge (EUCL); 0004, QTY
1,400 ea. phone numbers; 0005, QTY 1, one time Installation Charge for
ISDN; 0006, QTY 1 not-to-exceed amount, Usage/Service Charges,
Zone/Collect Calls-Local Usage Charges per call (estimated calls per
year approximately 30,000 per ISDN). The period of performance shall be
for basic year plus two option years. The contract line items for the
option years will be the same except for item 0005 which is a one time
installation charge. The standard industrial classification code (SIC)
is 4813, and the small business size standard for that SIC is 1,500.
The f.o.b. point is Detroit Computing Center, Attn: Warehouse Section,
985 Michigan Avenue, Detroit, MI, 48226. The contract will be a
Firm-Fixed-Price with Economic Price Adjustment. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial
Items, applies to this acquisition. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to this solicitation will be most advantageous
to the Government, price and other factors considered. The following
factors in descending order of importance shall be used to evaluate
offers: (1) technical capability of the item offered to meet the
Government requirement; (2) price, and (3) past performance. Offeror(s)
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
its offer. The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items applies to this acquisition. The following additional
