The skimmers are required for bilge and oily wastewater treatment systems already installed. The skimmers were designed during the initial design of these systems and conduit and conductors are already in place for these skimmers. Also piping dimensions and space for the pumps were based on these skimmers. The skimmers were to have been ordered with the systems but were inadvertently not ordered. See Note 22.
