66 -- DIGITAL MULTI-PURPOSE ULTRASOUND IMAGING SYSTEM SOL 263-98-P-(AB)-0041 DUE 090498 POC Ann Bryant, Contract Specialist, 301/402-3080 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 263-98-P-(AB)-0041 and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 97-05. The standard industrial code (SIC) is 3826 and the business size is 500 employees. The National Institutes of Health, National Institute of Child Health and Human Development, and Infectious Diseases, Bethesda, Maryland, has a requirement to acquire one (1) Digital Multi-purpose Ultrasound Imaging System. The NIH intends to contract with Medison America, Inc., 6616 Owens Dr., Pleasanton, CA. 94588, the only known source for this particular equipment. The equipment shall be capable of the following unique performance specifications: 1. The system shall be of a design to permit the probe from not having to be pulled across the surface of the patients skin to provide volume data. 2. The system shall include both Endovaginal and Endorectal volume probes having the ability to acquire anatomical volume data without the need to manipulate the probe. 3. The volume data shall be displayed in a multiplaner type format. Three orthogonal planes of anatomy shall be simultaneously visualized, longitudinal, transverse, and horizontal. 4. Shall allow for anatomical volume data to be manipulated and viewed from any desired perspective with the simple turn of a dial. 5. Shall allow for anatomy to be manipulated to be manipulated at the time of acquisition as well as after the patient has left the department. 6. The anatomical volume data shall be displayed as a three dimensional render image. The three dimensional rendered image shall be created in less than one second. Shall allow for image to rotate from side to side as well as up and down. 7. The three dimensional rendered image shall display the following: surface of the anatomy, skeletal or bony structures of the anatomy, soft tissue, hypoechoic and echogenic structures within the anatomy. 8. The contractor shall provide a YEAR 2000 Warranty for each hardware, software, and firmware product delivered under this contract. The contractor shall be able to accurately process the data (including, but not be limited to, calculating comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries and for the YEAR 2000 and leap year calculations. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than YEAR 2000 performance. The contractor shall deliver the equipment within thirty (30) calendar days after date of contract award. The Government will evaluate based on F.O.B. Destination and acceptance at (Detroit, Michigan), and the requirements of FAR 52.214-21 "Descriptive Literature" apply. Proposals/Information provided must demonstrate the equipment's ability to meet the specifications described herein. Award will be made to the technically acceptable low offer. A completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, is required as part of the offer. The clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The Contractor will be paid following delivery, and acceptance of the equipment. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within15 days of this notice. A determination by the Government not to compete with this proposed contract ased upon responses to the notice is solely within the discretion of the Govern- ment. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
