99 -- LARGE FORMAT SCANNER, SGI 906 MCF SOL NMA292-98-R-1134 DUE 090498 POC Marilyn Miller Jaissle, Contracting Officer; phone: 703-808-0946; fax: 703-808-0948 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is NMA202-98-R-1134 and this solicitation is issued as a request for proposal (RFP). A firm-fixed price contract is anticipated. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This is an unrestricted procurement. The (SIC) standard industrial classification code is 5049 and the business size is 100 employees. NIMA wishes to procure the following line items: CLIN 0001 -- -(NAME BRAND ITEM) Scan Group Inc.'s large format scanner, SGI 906 MCF; CLIN 0002 -- -21" monitor, keyboard & mouse; CLIN 0003 -- -Installation in Bucharest, Romania (including travel); CLIN 0004 -- -Training for 3 days in Bucharest, Romania (including travel and per diem); CLIN 0005 -- -Shipping. All items must be compatible with European plugs and electrical requirements of 220 volts. The contractor shall provide the following WARRANTY information for each piece of equipment proposed: 1) length of warranty, 2) starting date, 3) specific terms and conditions -- what is covered and specifically how each part is supported. Training will conducted in Romania. Delivery will be proposed as FOB destination to Bucharest, Romania. The provision at 52.212-1, "Instructions to Offerors -- Commercial Items" applies to this order. Interested parties shall submit the offers which include the 11 items outlined in FAR 52.212-1(b). NIMA intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms and conditions from a price and technical standpoint. However, NIMA reserves the right to conduct discussions if later determinedby the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Provision at 52.212-2, "Evaluation-Commercial Items" is hereby incorporated by reference. The Government intends to award a contract resulting from this solicitation to the lowest-priced offer of the responsible offeror, whose past performance is acceptable, whose offer conforms to the solicitation to satisfy the Government need, and whose offer will be most advantageous to the Government. Offerors are to include a complete copy of the provision at 52.212-3, "Offeror Representations and Certifications-Commercial Items," with offer.
