Scientist-To-Scientist Exchange Program. This is not a Request for
Proposal (RFP). The National Cancer Institute (NCI), National
Institutes of Health (NIH) intends to negotiate with the International
Union Against Cancer (UICC) for a five year continuation of contract
N02-CO-40532. The purpose of the contract is to provide support
activities for an International Scientist-To-Scientist Exchange Program
in cancer research. The principal function is to facilitate and promote
the direct and rapid transfer of cancer research information between
investigators in different countries working in the same area of cancer
research. Under the program, qualified investigators from any country
may visit an investigator at a research institute in another country
for a period of approximately one month. The agency's needs can only be
met by the International Union Against Cancer, which provides the
following capabilities: 1) respected international reputation of the
organization and the principal investigator; 2) membership in a broad
network of governmental and private institutions/organizations engaged
in all aspects of cancer research; 3) the neutral political stance of
the organization, and 4) extensive experience in the management of
international fellowship programs. If there are any responsible
contractors who have proven experience to meet the capabilities cited
to perform the requirement, they may submit experiences, capabilities
and qualifications which will be considered by the NIH. The award
period shall be for five years beginning in April 1999. This is not a
Request for Proposal (RFP). This acquisition has been designated as a
sole source acquisition.The sole source solicitation is scheduled for
