S -- S-UTILITIES AND HOUSEKEEPING SERVICES:BROAD-SPECTRUM LOGISTICAL SUPPORT SERVICES FOR DEPLOYED FORCES IN HUNGARY AND THE BALKANS REGION SOL DACA78-98-R-0028 DUE 120998 POC Contract Specialist Pamela Friestad (540) 665-4076 (Site Code DACA78) Transatlantic Programs Center (TAC)intends to issue a Request for Proposal (RFP) for the logistical support and associated services for an estimated 10,000 troop military force located in Hungary and the Balkans region. Interested sources must have the capability to maintain existing temporary camps, and the capability to plan, manage, and execute all tasks and subtasks required within United States Army Europe (USAREUR) area of responsibility (AOR). Prime Contractor must exhibit the flexibility to reallocate services within the AOR in the event of relocation of military units and personnel due to mission needs. PROJECT SCOPE: Perform the following services: operation and maintenance of temporary troop housing and facilities, temporary construction, laundry service operations, shuttle bus and transportation services, road repair/maintenance to include Main Supply Routes (MSR), snow and ice removal, railhead operation and rough terrain cargo handling services, water production and distribution services,equipment maintenance, HAZMAT and environmental services, food service operations, mail delivery operations, refueling operations, fire fighting, Scrap Sales and Disposal Operations, and Redeployment, Staging and Onward Movement (RSO) operations at multiple locations within Hungary and the Balkan Regions. Provide additional unplanned services not yet envisioned. Contractor is responsible for combat operations support facilities, various sustainment facilities, facilities engineering, and logistics management support. Responsibilities also include developing and implementing troop support facility procedures, including organizational structures, facilities layouts, staffing, equipment, transportation, schedules, sources of materials, subcontractor lists, delivery routes, fuel sources, consumables, storage sites, material handling equipment and all construction and logistics requirements necessary to support an estimated 10,000 troop force. ADDITIONAL REQUIREMENTS: All firms applying shall be licensed to perform business in the countries of Bosnia, Croatia and Hungary, or demonstrate the ability to be licensed at contract award. In addition, all firms must demonstrate the ability to become licensed in other European countries on short notice. Prospective offerors must provide proof of a current Secret Level Security Clearance as issued by Defense Investigative Services (DIS) and storage capability with their request for this RFP. It is mandatory that prime offerors will have no more than two (2) company representatives attend a site visit of the AOR in October 1998. CONTRACT PROCEDURES: Contract Award will be made to one (1) offeror, and will be based upon a Best Value analysis of all proposals including, at a minimum, the evaluation of each offeror's past performance, technical competence, understanding of the scope of the project and cost realism. Complete evaluation criteria and relative importance will be conveyed within the RFP. The award is to be a Cost Reimbursement, Indefinite Delivery-Indefinite Quantity(IDIQ) Services contract. Tentative date for issuance of a DRAFT RFP DACA78-98-R-0028 is September 8, 1998, with a Pre-proposal Conference September 23 and 24, 1998. Final issuance of RFP is October 9, 1998. Site Visit is October 26 -- 30, 1998. Tentative date for receipt of proposals is December 9, 1998. Tentative contract award date is February 26, 1999.
