65 -- INTRA-AORTIC BALLON PUMP SYSTEM SOL RFQ 10N3ACQ-28-98 DUE 091098 POC Maryann Donohue 718-584-9000, Ext. 6432 This is a combined synopsis/RFQ for commercial items prepared in accordance with FAR 12.6, as supplemented constitutes with additional information included in this notice. This announcement constitutes the only solicitation: Offers are being requested; and a written solicitation will not be issued. Solicitation #10N3ACQ-28-98 is being issued as an RFQ and will be awarded as a purchase order using the Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. The SIC Code is 3841, this is not set-aside for small business and will be unrestricted. Item is as follows: Intra-aortic balloon pump system; this system must have pre-set operating parameters upon "start-up" including auto-purge and auto-fill to ensure rapid initiation of patient support; all pump operational controls must be centrally located within the display area to ensure rapid initiation of life support; all controls or over-rides must be in plain view to minimize the accidental disabling of any alarm functions; patient cable connections, monitor interface connections and balloon tubing connections must be recessed to prevent accidental damage during transport an must be centrally located on front panel to prevent accidental discontuance of patient support; 3-channel display must be multi-colored and include ECG with assist period overlay, arterial pressure with overlay and calibrated balloon pressure and calibrated balloon pressure waveform; patient weaning from 1ABP support must have the ability to be done by change in assist ratio 1:1, 1:2, 1:4, and 1:8 and/or precise balloon volume reduction in 1/2cc increments; 1ABP system must have internal self-contained battery support to provide a minimum of three (3)hours continuous pumping for patient transport; 1ABP system must maintain full balloon volume during operation and must have automatic helium refill capability without periodic interruption of patient support; maximum balloon volume displacement for vaious sizes of balloons must be automatically regulated by coded balloon interface connector to ensure patient safety from balloon over inflation; 1ABP system mus t have mutliple trigger options including specific trigger control for "A-FIB"; inflate/deflate timing setting for various triggers selected must be maintained in system memory when switching from one trigger mode to another to ensure minimum patient re-timing adjustments and all alarm functions must be easily discernible and gas type alarms must be accompanied by an automatic six (6) second memory recording strip documenting events that generated this type alarm. Offers may be submitted on letterhead stationary.
