This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number RFQ 9805, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions are those in effect through appropriate Federal Acquisition Circulars. See Note 1. (This is a 100% small business set aside. The S.I.C. code is 2836, maximum 500 employees). The Line items are: (1) Recominant Soluble CD4 (amino acids 1-370), 100 mg. soluable CD4 protein. Production and Properties: production in mammalian cells (CHO);purity> 95%(reducing and non-reducing SDS-Page, Coomassie blue stained); activity-high affinity binding to HIV-1 gp120 and binding to anti-CD4 antibodies (monoclonal and polyclonal.;glycosylation similar or identical to native CD4 protein. To be provided in concentration 3-4 mg/ml in phosphate buffered saline,free of toxic compounds (azide,EDTA) and 20 aliquots (5mg. each), shipped frozen liquid on dry ice with documentation of the purity, concentration, and binding properties enclosed. Delivery shall be to the National Institutes of Health, 9000 Rockville Pike, Bethesda, Md 20892, F.O.B. destination. Also, vendors are to submit a delivery schedule in calendar days ARO. The provision at FAR 52.212-1, Instructions to Offerors-Commerical, applies to this acquisition except that there is no SF1449 solicitation cover sheet. A blank form of the representations and certifications document which must be completed as required by 52.212-1(b)(8)may be obtained from Charmaine Rawlinson. The provision at 52.212-2, Evaluation-Commerical Items, applies to this acquisition. The Government will award a fixed price purchase order to the responsible vendor whose quote conforming to this soliciation will be most advantageous to the Government, price and other factors considered. The following factors in addition to price will be used to evaluate quotes: (a)Delivery in less than 90 calendar days ARO is desired and vendors are requested to quote a schedule less than 90 calendar days ARO if practical. All evaluation factors other than price, when combined, are significantly less important than price. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commerical Items applies to this acquisition.
