george.selix@randolph.af.mil. One of the primary missions of AETC is to
conduct undergraduate flying training. Given the rapid advances in new
more complicated/costly weapon systems and declining budgets, we need
to find better ways to produce pilots and navigators. This SSS asks
for your ideas on how we can do it. In a general sense, we need your
thoughts on these three questions: 1) Is there a better way to produce
AF pilots and navigators; 2) Can Joint Specialized Undergraduate Pilot
Training (JSUPT) be restructured to increase quality while reducing
cost; 3) What technological or learning theory advances will have a
positive impact on quality? We have both a short and long term time
range. Short-term interventions, now through FY01, need to be
self-financing: costs have to equal savings with a one-year payback.
Long term projects, those implemented in FY02 and beyond, aren't
necessarily constrained by a one year ROI, but certainly that will help
"sell" the program. All initiatives need to be executable and
sustainable. Wewould like respondents to put together a two to three
page description of their ideas in enough detail for us to evaluate
costs, benefits, and applicability. After our analysis, we will ask
some of you to come to Randolph AFB for face-to-face discussions. These
discussions will be behind closed doors, so that your inputs are not
shared with your competitors. Any effort applied in response to this
sources sought synopsis shall be at no cost to the government. We look
