Division, Code FE, intends to release a Cooperative Agreement Notice
(CAN) on or about August 31, 1998, for the administration and
implementation of the Summer High School Program (SHARP) and SHARP
PLUS. The SHARP program was established in 1980. It was instituted with
the goal of fostering interest in math and science in high school
students from groups that tended to be underrepresented in these
fields. In this program, students were carefully matched with an active
researcher who mentored and guided the student during the intense eight
week apprenticeship period. However, participation was limited to
students living within commuting distance of a NASA center. Based upon
the success of SHARP, NASA decided to broaden the scope by
establishing SHARP PLUS in 1993. It served as a supplement to SHARP.
SHARP PLUS provides students who do not live within commuting distance
of a NASA center an opportunity to participate in research experiences
with selected universities and companies during a residential eight
week apprenticeship program. Every year, over five hundred students are
sponsored under these programs. The recipient of the cooperative
agreement must recognize that significant coordination will be required
with NASA Headquarters and its ten centers as well as with all of the
sponsoring universities and companies. NASA is interested in
establishing a cooperative agreement with an organization that will be
capable of administering and integrating the management of these
programs and ensuring their continued success. The anticipated period
of performance is three years. In accordance with Part 1272 of the NASA
Grants Handbook, offers submitted by commercial entities that operate
for profit, shall contribute at least fify percent of the total
resources required to accomplish the effort. This contribution is not
mandatory for universities or non-profit organizations. The CAN will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel5.0, or PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
