This is a combined CBD synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with the additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation, F14614 98 Q5062, is being issued as a Request for
Quotation (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-5. This is a 100% small business set-aside. The Standard Industrial
Classification is 7991, with a small business being one with 500 or
fewer employees. There are three Contract Line Items (CLINS). The
contractor shall provide all personnel, equipment, tools, materials,
supervision and other items and services necessary, to perform land and
water aerobics instruction as stated in the Statement of Work (SOW),
except as otherwise specified in the SOW as government furnished
property and services at Bldg 412 (Emerald City), McConnell AFB, KS.
CLIN 0001: For the basic period of 01 Oct 98 30 Sep 99, 1664 classes;
CLIN 0002: For the first option year the period 01 Oct 98 30 Sep 00,
1664 classes; CLIN 0003: For the second option year the period 01 Oct
00 30 Sep 01, 1664 classes. The Statement of work is as follows:
Contractor shall: A. Provide land and water aerobics instruction at
Bldg 412, Emerald City Fitness Center. 32 classes per week: Monday
Friday, 6:00 am, 11:30 am (two each), 4:45 pm (water), 5:00 pm and 6:00
pm, Saturday 9:00 am and Sunday 3:00 pm. Class duration: one hour
excluding Thanksgiving and Christmas. B. Provide low impact aerobics to
customers with military personnel having priority. The aerobics routine
should be geared toward personnel on weight management (over Fat)
programs and those failing the cycle ergometry (aerobic fitness) test.
C. Provide supplies needed for conducting the classes, to include
exercise tapes and any other personal materials needed. D. Ensure that
instructors have current aerobics teaching certification from a
national aerobics organization such as NDIETA, ACE, AFA, or IDEA.
Instructors will also have current American National Red Cross or
American Heart Association adult CPR certification. E. Instructor will
maintain daily participation records to turn in to the Fitness
Director daily. F. Ensure that the instructors are on time and are
prepared to start the class without delays. G. Have sufficient
instructors to provide substitutions for scheduled instructors that
become sick or otherwise cannot teach a class they were scheduled for.
H. Ensure instructors follow published safety guidelines, report
unsafe conditions, and ensure that all government equipment and
supplies are maintained so as not to cause safety hazards. I. Perform
quality checks on instructors to ensure compliance with accepted
aerobics' instruction techniques and safety requirements. Government
shall: A. Provide a facility, Bldg 412 with appropriate utilities for
conducting aerobics classes and schedule a variety of classes to meet
patron needs. B. Provide all publicity to promote the aerobics classes.
C. Provide equipment to include swimming pool, sound systems, mats,
steps and weights necessary to conduct classes. D. Other support such
as office supplies to enable contractor to accomplish the mission of
providing aerobics classes to the McConnell population. The provisions
of FAR 52.212-1, "Instructions to Offerors Commercial Items", applies
to this acquisition. The Government intends to evaluate offers and
award a contract without discussions; therefore, qualified contractors
should submit a quotation with the best possible price. Provisions at
FAR 52.212-2. "Evaluation Commercial Items," apply to this order. The
following factors shall be used to evaluate offers: price alone.
Offerors shall include a complete copy of the provision at FAR
52.212-3, "Offeror Representations and Certification Commercial Items"
with quote. The following provisions apply to this solicitation: DFARS

Service Contract Act Price Adjustment". The classification of the
employees is Recreation Specialist at a rate of $12.49 per hour. The
clauses at DFARS 252.232-7009, "Payment by Electronic Funds Transfer
(CCR)", DFARS 252.212-7001, "Contract Terms and Conditions Required to
Implement Satutes or Executive Orders Applicable to Defense
Acquisitions of Commercials Items", applies to this acquisition.
Department of Labor Wage Determination 94-2215 Revision 9 will apply.
This procurement is assigned a defense Priority rating of S10. Quotes
shall be submitted in writing to the 22nd Contracting Squadron, to the
attention of Maria Riegel, address above, no later than 4:30 p.m.
