Barnes (202) 426-0097 The Department of Energy intends to negotiate a firm-fixed-price contract with only one source, Strategic Environmental Associates, Inc. (SEA), under the authority of 41 U.S.C. 253(c)(1) only one responsible source. SEA will explore the use of off-sets as a means of stimulating market forces to move corporations to voluntarily adopt proactive environmental strategies; SEA will also conduct learning workshops to better understand the independent carbon offset verification process for which the goal is to find a way to credibly verify the carbon offset options pursued by companies to help meet global greenhouse gas emission targets. SEA has unique experience in the use of off-sets as a means to stimualting markety forces, similar services were already provided to other Federal agencies and that proprietary systems and software will be used to conduct the DOE work scope.
