The National Renewable Energy Laboratory anticipates issuing a Request for Proposal (RFP) in September 1998 for a project under the its program Greening of Federal Facilities" in support of the U.S. Department of Energy (DOE) Federal Energy Management Program. Greening" is a term used to describe a deliberate effort to include resource efficiency issues in Federal facility Master Plans and Implementation Plans. The Greening approach relies on workshops to identify interactions between otherwise disparate elements of facility planning and to identify cost-effective measures that are implemented with agency funding for existing activities or by alternative financing (Energy Savings Performance Contracts). Since the Greening of the White House begun in 1993, Greening Workshops have been held at the Presidio of San Francisco, the Pentagon, the Forrestal Building (DOE HQ), Yellowstone National Park, Grand Canyon National Park, and Fort Baker. A "Greening Toolkit" with the resources to assist a large number of widely distributed government facilities in conducting Greening activities without direct support from NREL staff has been identified as a priority in a recent workshop representatives from NREL, DOE, Department of Interior, White House CEQ, and representatives from several state governments and non-profit organizations. The primary objective of this project is a "Greening Toolkit". The "Greening Toolkit" shall package resources that assist facility management, staff and subcontractors in conducting their own Greening workshops without direct participation by NREL staff. The successful subcontractor will be required to produce an initial inventory of past and on-going greening efforts in US Federal Facilities; collect case study projects, resource management activities, efforts with surrounding communities and public involvement, peer matching efforts, and green training activities; develop a situation analysis of current greening efforts, training, and tools; and prepare 2-page case studies for Grand Canyon, Presidio, Fort Baker and Yellowstone National Park Greening Projects. The successful subcontractor will also be required to: assess tool kit content areas and develop an initial database for the tool kit, prepare material of Greening Toolkit for hardcopy and internet distribution, assist in promotion and evaluation of the toolkit, and conduct a one-day workshop to introduce the toolkit to Federal users. The workshop shall bring together key participants who are interested in greening the Federal facilities and those who have undertaken successful greening efforts to date. One award with a six month period of performance is anticipated. This CBD announcement is not a request for proposals. Telephone requests will not be honored.
