Control and Prevention intends to negotiate with and award a Purchase
Order to William Whang, MD for services to develop a computer based
statistical model that will assess health benefits and cost savings due
to increasing use of the 23-Valent pneumococcal vaccine when
administered to individuals 65 years and older. The vendor in addition
will develop a simulation sensitivity analyses which will estimate the
expected outcomes associated with vaccination, lower pneumococcal
bactermias, and decreased hospitalization costs due to averted disease.
The statistical model will include best and worst case scenarios for
disease and deaths among vaccinated and non-vaccinated persons,
sensitivity analyses, health effects of vaccination based on estimates
of quality-adjusted life, and average medical expenses of survivors
following disease. Development of model will produce SAS codes, data
sets used in the development of the decision model, simulation,
description of file structures and instructions on application. Data
rights and software licenses will become the property of the
Government. The government reserves the right to purchase future
software updates and enhancements on the open market. The period of
performance for the proposed purchase order is four (4) months from
date of award. Other than full and open competition is authorized
pursuant to FAR Part 6.302-1, Citation 41 U.S.C. (253(C)(1). Minimum
qualifications of prospective offerors shall be: 1) Not less than three
years expertise in cost effectiveness analyses for vaccine use; 2)
Minimum two years experience in building predictive models and
simulations; 3) Prior experience with United States Public Health
Service (USPHS) recommendations for vaccine use and assessment
methodologies; 3) Doctor of Medicine (MD) preferred to include clinical
training of the epidemiology of pneumococcal disease. Prospective
offerors will have (15) calendar days from the date of synopsis to
submit capability statements which define Offeror s abilityto provide
services defined herein. Capability statements to include Curriculum
Vitae for key personnel, may be submitted to Anne Wright at the above
address or via fax at (404)842-6727. Capability statements will be used
solely for the purpose of determining whether to conduct a competitive
acquisition. In the event a competitive acquisition is conducted
solicitation packages will be mailed to prospective offerors or before
September 15, 1998. Proposals to provide services will be due on or
before September 25, 1998. This not an RFQ, and responses will not be
acknowledged. A solicitation may or my not be issued as a result of
this notice. All responsible sources may submit a capability statement
