SOL WASC8-1767 POC Randall Brown (206) 526-6226/FAX (206) 526-6025 Notice of intent to negotiate a sole-source contract with Trinity Associates (Trinity). Purpose of contract is to evaluate existing gravel extraction policy, regulation, practices, and develop guidelines to avoid take or mitigate incidental take of Coho Salmon in Northern California/Southern Oregon and California Coast ESUs for the National Marine Fisheries Service (NMFS). Trinity has recognized experts in fields of geology, geomorphology, and hydrology to specifically address gravel mining and its effect on Environmentally Significant Units (ESU) listing of coho salmon in Central and Northern California. Trinity has also experience in 1) inventorying and databasing gravel operations; 2) reviewing and preparing local County Lead Agency Surface Mining Ordinance; 3) scoping and preparing Program Environmental Impact Reports authoring gravel extraction; 4) preparation of instream and terrace gravel mining and reclamation plans; 5) preparing annual bedload transport yield estimates; 6) preparation of gravel extraction monitoring standards and programs; 7) participation in local County Lead Agency Surface Mining Advisory Committee; and 8) participation in Local county Lead Agency Scientific Design and Review Team, and Extraction Review Team for gravel mining. Sources with similar qualifications and experience must submit brief statement indicating its qualifications and experience with request for this solicitation.
