Contact, W.L. Schneider, 703-848-3615 (TRW, Contracting) TRW, as the
prime contractor for the Treasury Communications System (TCS) Contract,
intends to issue a Request For Quotation (RFQ) on or amout August 31,
1998, for nationwide Frame Relay (FR), Asynchronous Transfer Mode
(ATM), and Digital Private Line Services in support of the Treasury
Communications System (TCS). As s result of a competitive evaluation of
bids submitted for services specified in a TCS specified Service Level
Agreement (SLA), TRW may offer a subcontract with a base period of
performance and multiple one (1) year options. The RFQ will require
submittal of qualification verification documentation and a pricing
proposal. To qualify, the Offeror must be able to demonstrate, with the
proposal, satisfaction of all of the five following minimum criteria:
(1) The Offeror must be currently filed as an inter-exchange carrier
with the FCC. (2) The Offeror must be currently capable of offering FR
services (Fractional T1 levels and higher) over a majority of the
mandatory geographic coverage area.The mandatory geographic coverage
area for these services includes the US (including Alsaka and Hawaii),
Puerto Rico, Guam, the US Virgin Islands, Bermuda, and the Bahamas.
TCS also provides services at selected Canadian and other international
locations. (3) The Offeror must be currently capable of offering ATM
services (DS-1, DS-3, OC-3, OC-12 levels) at major government data
processing centers served by TCS, and shall be willing to commit to
providing those services at any such location given six months notice.
(4) The Offeror must directly own the majority of the inter-LATA
telecommunications plant utilized in providing services under the SLA.
(5) The Offeror must be capable of providing an information feed to
TRW for nationwide end-to-end network monitoring, fault and recovery
management, trouble ticket coordination, and verification of SLA
compliance. The RFQ will be issued electronically only and posted on
the TRW website (http://www.TRW.com/TCS) on or about August 31, 1998.
Any RFQ amendments issued will be posted on the aforementioned website.
