combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. The request for quotation
(RFQ) is F22608-98-Q0451. The provisions and clauses incorporated are
those in Federal Acquisition Circular 97-06. This is a 100 percent
small business set-aside. The standard industrial code (SIC) is 7514;
with a small business size standard of $18.5 million. This acquisition
has one contract line item number (CLIN) 0001, quantity 44, unit price
$___________, total price $_________________. The services required by
this Statement of Work (SOW) include contractor furnished labor,
equipment, tools, materials, transportation, and other items and
services necessary to lease forty-four (44) 4-door compact sedans for
14 calendar days. Vehicles must be compact without drivers, nonsmoking,
and have unlimited mileage. The contractor shall deliver vehicles to
Columbus Air Force Base, Mississippi, Building 304, 451 Simler Blvd, on
12 September 1998, no later than 2:00 p.m. (cst). The contractor shall
pick-up the vehicles from the same location on 25 September 1998 after
1:00 p.m. (cst). Contractor shall perform any required maintenance,
emergency repairs, and service at no additional cost to the government.
Contractor shall ensure the exterior and interior of each vehicle is
cleaned prior to delivery. The contractor shall comply with relevant
federal, state, and local statutes, laws, ordinances, and regulations.
The U.S. Government shall furnish fuel and oil. Vehicles will be
returned to the contractor with the same level of fuel as received. The
contractor is responsible for supplying antifreeze for each vehicle.
The following provisions and clauses from the Federal Acquisition
Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS)
apply to this acquisition: FAR clause 52.212-1, Instructions to
Offerors-Commercial (Aug 98) is hereby incorporated by reference. The
following are addenda to FAR clause 52.212-1: Paragraph (e) -- Multiple
Offers has been determined by the Contracting Officer to be
non-acceptable to this solicitation and is hereby removed in its
entirety for the purpose of this requirement. Offerors are advised to
complete FAR provision 52.212-3, Offeror Representations and
Certifications-Commercial Items (Jan 97) and submit with quotation.
DFARs clause 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items (Nov 95) hereby applies to this
acquisition. FAR clause 52.212-4, Contract Terms and
Conditions-Commercial Items (Apr 98) is hereby incorporated by
reference. FAR clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items (Jun 98),
applies to this acquisition to include clauses 1, 2, 3, 6, 7, 8, and9;
DFARs 252.204-7004, Required Central Contract Registration (Mar 98),
and 252.232-7009, Payment by Electronic Funds Transfer (CCR) (Jun 98).
In accordance with FAR 52.252-2, Clauses Incorporated by Reference
(Feb 98), this contract incorporates one or more of the following
clauses by reference, with the same force and effect as if they were
given in full text: FAR clause 52.208-4, Vehicle Lease Payments (Apr
84), FAR clause 52.208-5, Condition of Leased Vehicles (Apr 84), FAR
clause 52.208-6, Marking of Leased Vehicles (Apr 84), and AFFARS
5352.223.9000, Elimination of Use of Class I Ozone Depleting Substances
(ODS) (May 96). Upon request, the Contracting Officer will make their
