Specialist (508) 233-6666 A&E services for an Indefinite Delivery Order
Contract for Otis, ANG Base, Massachusetts. This Indefinite Delivery
Order Contract will be awarded by the U.S. Property and Fiscal Office
for Massachusetts to a qualified A&E firm. This contract shall be
multi-disciplinary for various projects which include type "A", "B",
"C", and Bid Document Reproduction services or any combination thereof.
Initial projects have been identified as Repair Airfield Taxiway & Warm
Up Pads, and Modify Heat/Exhaust Systems for Vehicles, Building 122.
Selection of an A&E firm is not based on competitive bidding
procedures, but rather upon the Selection Criteria per FAR 36.602-1
described as follows: 1) professional qualifications necessary for the
satisfactory performance of required services; 2) specialized
experience and technical competence in the type of work required; 3)
capacity to accomplish work in the required time; 4) past performance
on contracts with other government agencies and private industry
interms of cost control; 5) location in the general geographical area
of the project and knowledge of the locality of the project; PROVIDED,
that application of this criterion leaves an appropriate number of
qualified firms, given the nature of this project; 6) demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design. This
Indefinite Delivery Order Contract shall be awarded for a period of one
year with an option to extend for an additional one year period. No
single project under this contract shall exceed $300,000.00 and no
combination of projects shall exceed $1,500,000.00 for the initial year
and $1,500,000.00 for the option year. All work covered by this
statement shall consist of furnishing all plant, labor, professional
services, analysis, equipment, materials and performance of all
necessary travel and associated services required to furnish complete
designs ready for advertising to the general public. Completed designs
shall include site investigations as required, compilation of data,
technical analysis, preparation of drawings, specifications and
detailed estimates. All services and designs will be in accord with
professional engineering and architectural practices and supplementary
instruction contained in Air Force standards and guidlines. A&E firms
which meet the requirements described in this announcement are invited
to submit one set of the following: Completed SF 254, A&E Statement of
Qualifications, and a SF 255, A&E Statement of Qualifications for
Specific Project. The forms required, SF 254/255 should be mailed to:
Base Civil Engineer, 971 South Outer Road, Box 22, Otis ANG Base, MA
02542-5028. Submittal of the required standard forms shall be made
prior to the close of business on October 15, 1998. Technical point of
