This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-5. This acquisition is unrestricted; the standard industrial classification code is 3728. The acquisition is for the following items (part numbers are Sanders Aircraft): Line Item 0001, 1-each Smokewinder, P/N 9000-5, horizontal mount (wing tip mounted) left side. Line Item 0002, 1-each Smokewinder, P/N 9000-6 horizontal mount (wing tip mounted) right side. The part numbers provided above are meant to show the Government's minimum requirements. Offerors can quote on equals. The offered units shall meet the following performance requirements: each Smokewinder unit is completely self-contained and must produce a minimum of seven minutes of dense smoke. Minimum acceptable dimensions are as follows: length -- 131 inches and diameter -- 7.25 inches. Maximum acceptable dimensions are as follows: weight empty -- 156 lbs.; weight full -- 200 lbs.; center of gravity, empty -- 63.0 inches; center of gravity, full -- 63.2 inches; polar moment of inertia slug ft., empty -- 51.60; polar moment of inertia slug ft., full -- 52.94. The Smokewinder shall mount on stock Sidewinder launch rails on an F-16 aircraft, with no modifications required to the aircraft. The Smokewinder must afford half-hour change over from front line to exhibition configuration. The Smokewinder must have the same center of gravity location, gross weight, and inertia as the Sidewinder missile. Therefore, structural consideration on the aircraft will not be changed from the Sidewinder missile. Offerors quoting on equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item.
