Carpenter Tel: 202-776-8705 Fax: 202-776-8775 The Department of State, Bureau of International Narcotics and Law Enforcement Affairs is requesting offers for the purchase of a Computer Based Electronic Digital Imaging System for use in Law Enforcement activities as follows: Item 1: 1 each Computer Based Electronic Digital Imaging System with an open architecture that allows the use of Microsoft Windows or DOS-based software packages. System is to be used in forensic imaging, surveillance, case management, for use in the preparation of latent prints for Automated Fingerprint Identification System (AFIS) entry, examine bullets, tool marks and questioned documents or use for any other applications where high-quality digital images in law enforcement are needed. The desired system will provide end user with the tools for capturing, managing, enhancing, analyzing and storing images, and the ability to color print (photographic quality), produce color overhead transparencies and transmit images when necessary. Kodak Digital Darkroom Model D420 or equal. Any equipment makes and models indicated above are for reference only. This requirement is a small business set aside. Each bidder is requested to submit bids with their comparable items of equipment meeting the current state of the art for this type of system. The Government will make an award to the responsible bidder whose offer conforms to the solicitation contained herein and is most advantageous to the Government (i.e., that which represents the best value to the Government), cost or price or other factors including time required for delivery will be considered. The combined relative merit of the technical evaluation factors listed above will be more significant than the cost or price factor in the selection of the contractor. While the cost or price has no numerical weight, it is criterion in the overall evaluation of the proposals. Furthermore, the proposed cost or price must be considered reasonable and must reflect the proposed technical and operational requirements of the needed equipment. The Government may award a contract to other than the lowest priced offer. In the event that two or more offers are considered technically equivalent, the evaluated cost or price and delivery time will be of primary importance in determining the proposal most advantageous to the Government. Delivery is required as soon as possible, but must not be more than 60 days for shipment of the complete order.
