The Bureau of Prisons is requesting quotations from responsible educational organizations with the ability to provide: 1) a qualified parenting instructor in provide training on parenting techniques to inmates, visiting spouses and children of inmates; and, 2) a qualified test administrator to administer the GED test, CASAS placement and Certification tests, and implement scoring, posting and filing of tests and test results. Services will be provided at the Federal Correctional Institution (FCI), at 1299 Seaside Avenue, Terminal Island, California 90731. The Government anticipates the award of a fixed price, requirements type contract to the entity whose offer is evaluated as being most advantageous, price and other factors considered. The anticipated period of contract performance will be Base Year, i.e., Date of Award through twelve months from award date; to be followed by four (4), one-year option periods. The anticipated date a Request for Quote (RFQ) package will be available is 9/15/98. Prices will be submitted on a per-session basis. 1) Parenting Instructor quotations shall be based on an anticipated need for approximately 24 weeks of instruction, divided into two, 12-week cycles. Each 12-week cycle will entail eight(8), two-hour classroom sessions, followed by four(4), two-hour visiting room sessions. In addition, eight(8), two-hour release readiness seminar-type sessions are anticipated and are to be scheduled during each one-year contract period. 2) Test Administrator quotations shall be based on an anticipated need for six(6), eight-hour sessions per month (Approximately 2 sessions/weekly, to be scheduled Mon-Fri, 7:30a -- 4:00p). The Contractor will coordinate the scheduling of sessions with the FCI Supervisor of Education. Price quotations must be accompanied by a detailed description of the quoters' proposed program, evidence of qualifications and experience, and must address all requirements of the aforementioned RFQ package.
