Prison Industries intends to enter into a contract for the construction
of an outdoor inmate break area for the UNICOR factory located at the
Federal Correction Institution in Beaumont, Texas. The project will be
located at FCI Beaumont Medium, Route 4, Herbert Road, Beaumont, Texas
77705. The estimated range of this project is between $25,000 and
$100,000. Copies of drawings or specifications may be obtained for
$25.00 via certified check or money order to: UNICOR, Federal Prison
Industries, Inc., Route 4, Box 5000, Beaumont, TX 77705, Attn: Kelly
Kelly, Contract Specialist. The outside dimensions of the break area
shall be 83' L x 30' W and the inside dimensions shall be 82' L x 29'
W. The contractor shall excavate for the foundation in accordance with
the lines and grading indicated in Drawing S-1 and shall clear an area
to a line 5' outside of the building line by removing all obstructions
and debris encountered. The structural fill material place in the top
6" of the building pad must be free from rock larger than 1" in
diameter. The lift (layer) depth shall be 8" loose and is to be
compacted in accordance with ASTMD 698. Before concrete can be placed,
the subgrades for footers and slabs must be compacted in accordance
with the requirements of ASTMD 698. The contractor must comply with all
local Environmental Protection Agency (EPA) requirements during
excavation and construction. Wall height shall be 9' from the finished
concrete slab to the top of the pre-cast stone. The walls will be
constructed with 12" reinforced split face blocks which shall match the
exterior walls of the existing UNICOR factory. Where the new erected
break area walls meet the existing UNICOR factory walls, there shall
not be more than a 1/2" gap between the two walls. All gaps shall be
filled with baking rod material followed by an approved outdoor
security type caulk. For the foundation, the contractor shall install
seven bell piers and grade beams in the locations and at the graded
depths specified in DrawingS1. The contractor shall also install three
cast-iron floor drains which shall not exceed 12" in diameter. The
drains shall be equipped with vandal-proof screws and will connect with
4" PVC drainage pipe located under the slab. The drain pipe will run to
an existing drainage ditch located outside of the proposed structure
and shall be sloped at no less than 1/8" per foot. The contractor shall
construct a 6" compacted limestone base for the slab while the slab
itself will be composed of reinforced concrete and will be a minimum of
5" thick with thickened edges. The slab shall be installed 1/2" below
the existing UNICOR factory floor and shall slope to the area floor
drains. The contractor shall ensure that an expansion gap exists around
the perimeter of the slab between the wall and the slab which will be
the full thickness of the slab. Control joints shall be placed every
17' along the entire length of the slab. The break area slab shall be
connected to the existing slab by drilling 6" deep holes large enough
to accept four rebar 12" long into the existing slab 32" on center. The
contractor will also pour three 5' x 5' x 5" deep concrete landings
outside of the secured break area in accordance with the drawings. The
contractor will install three steel security style doors in accordance
with the drawings. Contractor shall comply with institutional security
requirements including NCIC background checks. The contractor shall
provide the institution with completed NCIC forms for each employee
assigned to this project at least 15 days prior to the employee
beginning work on the site. This project shall be completed 60 days
after notice to proceed. Requests for this bid package may also be
