combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulation (FAR)
Subpart 12.6 as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation; quotes
are being requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are
those in effect through the Federal Acquisition Circular (FAC) 97-05.
This solicitation is being issued as a Request For Quotation (RFQ)
#80216. This solicitation is under the SAP for other than maximum
competition. This solicitation is a 100% small business set-aside, SIC
2741, business size is 500 employees. This will be a firm-fixed price
contract. The Government intends to solicit and negotiate on a sole
source basis with Speciality Technical Publishers,Inc., Ste. 306-267
West Esplanade North Vancouver, BC, Canada V7M1A5. Based on market
research conducted it has been determined that this is the only source
to meet the FBI's requirement. The FBI has a need to obtain the
following publications: (1) 70 each of The OSHA Compliance and
Facilities Check-Off List Guides, to meet the following minimum
requirements: Must have an OSHA compliance section and a facility check
off list section that are printed on 8 x 11 " inch three ring paper and
placed in a three ring binder; designated around a self- auditing
format of OSHA compliance questions that are to be answered by
indicating: Not Applicable, Complies, or Does Not Comply (I.E. Check
off list.) The OSHA compliance questions must be based on the latest
OSHA requirement of Labor 29 1901.1 to 1910.999 and the general record
keeping requirement of Labor 29 CFR Part 1904; OSHA compliance section
and facility check-off list section must contain: OSHA Record Keeping
Requirements, Walking/Working Surfaces, Means of Egress, Powered
Platforms, Occupational Health, Hazardous Materials, Process Safety,
Hazwoper, Personal Protection Equipment, Confined Spaces,
Lockout/Target, General Environmental Controls, Medical/First/Aid, Fire
Protection, Compressed Gas, Material Handling, Machinery, Handhold
Tools, Welding, Cutting Brazing, Special Industries, Telecom, Electric
Power; Others Electrical, Diving, Hazard Communication, Chemical
Exposure. (2) 70 each of the Vehicle Maintenance Compliance and
Facility Check-Off Guides, to meet the following minimum requirements:
Must have a vehicle maintenance compliance section and a facility
check-off list printed on 8 x 11 inch paper and placed in a three ring
binder, designated around a self-auditing format of compliance
questions that are answered by indicating Yes, No, Done and Date (Check
off list.) Questions must be based on the latest Occupational Safety
and Health Administration (EPA) laws and requirements must contain a
section on: Introduction: Purpose and contents of guide and Compliance
Planning, hazardous material, Pesticides, Hazardous waste, Air, Water,
Storage Tanks, ReleasesOSHA, Health and Safety, Training.

be completed and submitted with quote, 52.212-4 Contract Terms and
Conditions -- Commercial Item (Apr 1998), and U.S. DOJ Clauses can be

Contracting Officer's Technical Representative (COTR) (Jan 1985)
2852-.233-70 Protest Filed Directly with DOJ (Jan 1998) is incorporated
by reference and applies to this acquisition. The proposed contract
action is for supplies for which the Government intends to solicit and
negotiate with only one source. Interested person identify their
interest and capability to respond to the requirement or submit bids.
However, all quotes received within 15 calendar days after date of
publicaton will be considered by the Government. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government
information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. All quotes
shall be clearly marked with RFQ #80216 and shall be submitted to David
E. Johnston, Contract Specialist, at the address above no later than
4:00 pm EST, September 23,1998. Vendors are hereby notified that if
your quote is not received by the date/time and at the location
specified in the announcement, it will be considered late. A
technically acceptable proposal must clearly show that the offeror can
meet the minimum requirement of the Government. An award to be made
