The announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 97-05. This solicitation is being issued as a Request For Quotation (RFQ) #80216. This solicitation is under the SAP for other than maximum competition. This solicitation is a 100% small business set-aside, SIC 2741, business size is 500 employees. This will be a firm-fixed price contract. The Government intends to solicit and negotiate on a sole source basis with Speciality Technical Publishers,Inc., Ste. 306-267 West Esplanade North Vancouver, BC, Canada V7M1A5. Based on market research conducted it has been determined that this is the only source to meet the FBI's requirement. The FBI has a need to obtain the following publications: (1) 70 each of The OSHA Compliance and Facilities Check-Off List Guides, to meet the following minimum requirements: Must have an OSHA compliance section and a facility check off list section that are printed on 8 x 11 " inch three ring paper and placed in a three ring binder; designated around a self- auditing format of OSHA compliance questions that are to be answered by indicating: Not Applicable, Complies, or Does Not Comply (I.E. Check off list.) The OSHA compliance questions must be based on the latest OSHA requirement of Labor 29 1901.1 to 1910.999 and the general record keeping requirement of Labor 29 CFR Part 1904; OSHA compliance section and facility check-off list section must contain: OSHA Record Keeping Requirements, Walking/Working Surfaces, Means of Egress, Powered Platforms, Occupational Health, Hazardous Materials, Process Safety, Hazwoper, Personal Protection Equipment, Confined Spaces, Lockout/Target, General Environmental Controls, Medical/First/Aid, Fire Protection, Compressed Gas, Material Handling, Machinery, Handhold Tools, Welding, Cutting Brazing, Special Industries, Telecom, Electric Power; Others Electrical, Diving, Hazard Communication, Chemical Exposure.
