SOLICITATION RFQ98-036: The purpose of this amendment is to clarify our
requirements and to extend the due date for quotes from 3:30pm on
8/31/98, to noon on 9/4/98. EPA Region 4 is not seeking to update the
existing FOCUS database management system. We are requesting data
transfer into a modernized replacement relational DBMS (Database
Management System) using customized commercially available products in
a distributed environment. The existing DBMS queries one file at a
time. The new Relational Database Management System (RDBMS) shall have
improved report writing functionality. This enhanced functionality
will be utilized as the contractor synthesizes the business
requirements with the system capabilities. The software selection and
database architecture are the option of the contractor. It is Region
4's preference for the RDBMS to be capable of generating Flat ASCII
files that are space-delimited (not comma-delimited) for import to the
existing Region 4 ARC-INFO GIS system. We will alsoaccept a standard
*.dbf file. Viewing capability within the new RDBMS is unnecessary. We
require a batch file transfer of data. The program shall batch file
transfer data layers to ARC-INFO and ARC-VIEW to capture the necessary
geographic data to produce maps of various well sites. The current
system does not have this capability. The software format for the
coordinate conversion algorithm is TURBO PASCAL. Currently, Region 4
runs the executable file to convert coordinate systems. The new system
shall accept Carter coordinates, convert them to latitude-longitude,
and populate the latitude and longitude fields. To handle GPS uploads,
the product shall have the functionality to accept either
space-delimited ASCII files or *.dbf files as modifications to existing
data. The FOCUS code contains 156 datasets, all of varying length, that
contain executable routines. Some, but not many, are as long as 430
lines. Notwithstanding the magnitude of the lines of code in the
existing FOCUS system, the data within that system shall be transferred
into the new system. Thirty-four file and application servers are used
by Region 4. Oracle Ver. 7.3.2 has been used for some
locally-programmed database management applications. The destination
database platform is at the option of the contractor. There is not a
preferred development environment or any special requirement for
"front-end" client application. Approximately half of the reports
required by the Region are currently generated from the FOCUS database.
However, new reports shall be generated by the new system. By the end
of 1998, the Region's client hardware will be either 200 MHZ Pentium or
266 MHZ Pentium II computers manufactured by Dell Computer Corp., with
32MB RAM and hard drive size of 2.0 (Pentium) to 3.2 (Pentium II) Gb.
The network operating system runs on token ring. The network will have
an Ethernet backbone on 1/1/99, 16 mips, running 100 mips on the
backbone. Region 4 will continue to use token ring off of the backbone.
Cable is fiber optic on the backbone, withtwisted pair going to
workstations. Region 4 uses Cabletron hubs and Cisco Systems routers,
exclusively. Region 4 currently uses Netscape Navigator Version 3.0 as
its Internet browser, but is preparing to upgrade to Netscape
Communicator Version 4.0. At any time there may be 2-4 remote users on
the system connecting via PCAnywhere software. On-site performance of
the contract requirements will be at the discretion of the contractor.
At a minimum, we anticipate the contractor will be on-site for testing
and training. No on-site visit will be allowed prior to award. The
FOCUS database was developed and has been maintained in-house. Combined
expertise of key personnel to be utilized on this project may be used
to demonstrate past performance. Contractors shall submit Cost and
Technical proposals under separate covers in order to expedite the
