The contract was awarded on a sole source basis since local services can only be obtained by the regulated monopoly vendor the local telephone company. Bell Atlantic-Norfolk cited on this action, under the authority granted by the Federal Communications Commission and the State Public Services/Utilities Commissions (FCC&SPS/UC), is the local telephone company and as such, is the ONLY provider of the commercial service within the area.
