FEDERAL AVIATION ADMINISTRATION, SOUTWEST REGION'S QVL/PVL FOR CONSTRUCTION PROJECTS Federal Aviation Administration Southwest Region Construction Projects Only This announcement identifies the process and the requirements for construction projects only. Effective immediately the construction QVL/PVL will be replaced with a vendor list of prequalified construction vendors. We do expect there to be a transition period of approximately 90 calendar days as this office obtains and approves new applications during which time we will continue to use our current QVL/PVL. The actual number of days for the transition period will depend on many factors and can be adjusted based on the needs of the FAA. All construction vendors on our current QVL/PVL will be required to submit a new updated application. APPLICATION PROCESS Applications can be obtained off of our web-site at: faa-southwest.net or faxing your request to Carolyn Leiss at (817) 222-5994, completed applications can only be mailed in and must have all required attachments as identified on our application. Incomplete applications will cause delays in processing your application. Once your application is received, we will perform a reference check as well as analyze your financial data as necessary. Any incomplete application will be returned with no action. This office is not responsible for delays caused by the applicant. If you see an announcement on the Internet and you have not submitted your application prior to that listing, it may be too late to get your application approved for that requirement. Please get your application in early, this office is not responsible for last minute applications that are submitted in order to obtain a specific procurement and we may not get you approved in time. Again get your applications in early. Vendors will be approved based on past experience, past performance and level of expertise in the categories you are applying for. We expect within 60 calendar days of receiving your accurate and completed application to be able to notify you in writing that you have been approved/disapproved, categories and dollar levels. During seasons of receiving a high volume of applications some delays in processing applications may be encountered. Incomplete and/or false information on your application can result in your application being automatically disapproved. Approved applications will not guarantee that the FAA will make an award to your firm nor the number of RFQ's that you will receive. HOW THIS VENDOR LIST WILL BE USED When this office receives a new requirement the FAA's integrated product team (IPT) will determine the urgency of the requirement, number of vendors that need to be solicited for the requirement, the length of time that will be allowed for bidding, the fee charged for obtaining a copy of the request for offer (RFO) and any other pertinent requirements. Shortly thereafter, an announcement will be placed on the Internet for that requirement stating that we will accept the first "x" amount of vendors that are currently on the vendor list and that can request a copy of this RFO. Packages will be mailed upon receipt of the fee identified in the announcement. Fees cannot be accepted in the form of a personal check. Fees are nonrefundable except in cases of late payments. The FAA assumes no responsibility for announcements you may have missed. It will be the responsibility of each vendor to check the FAA's Southwest Region's web-site on a regular basis. The resultant award will be to the low, responsive and responsible offeror, unless the RFO identifies other award and evaluation criteria. An approved application will not guarantee that the FAA will make an award to your firm nor the number of RFQ's that you will receive, you will have a fair chance to submit your offer if you follow the directions identified in this announcement. The process identified above will be used but may be waived when permitted in-accordance-with the FAA's new acquisition management system (AMS), such as single source requirements or SB/SDB set-asides. WHAT HAS CHANGED! 1. The QVL/PVL for constructions projects is being deleted and replaced by a new construction vendor list. 2. New application has been developed and must be submitted by all vendors, including those previously approved on our QVL/PVL, that wish to be placed on this vendor list. 3. Application can now be printed off the Internet but must be mailed in to this office, to include all required attachments. 4. Projects will be announced on the Internet in-accordance-with the AMS. 5. The Southwest Region will begin charging a fee for the costs incurred for each construction package requested by a vendor. 6. This office can at anytime, under the right circumstances, waive charging a fee for a specific construction package, the fee will not be waived just to accommodate specific vendor. 7.
