COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 1,1998 PSA#2171REMOVAL & DISPOSAL OF DEBRIS FLOWING INTO FDR LAKE, WA --
PRE-SOLICITATION SITE VISIT The Bureau of Reclamation, Grand Coulee
Power Office, Grand Coulee Dam Washington, has a requirement for
removal and disposal of debris that flows into FDR Lake. Collection of
the debris will occur at the Kettle River and China Bar facilities,
and the removal for disposal will occur at the Boise Cove Facility. The
requirement consists of collecting debris on the Kettle & Columbia
Rivers and then disposing of the debris in a manner that meets all
local, Washington State, and federal regulations. The incumbent
contractor collected debris with boom logs and moved the debris
downriver to Boise Cove at which time the debris was ground into "hog"
fuel. The ground debris was sold to Washington Water Power's
wood-fired power-generating plant except when the water content was too
high. The debris with high water content was hauled by the contractor
and used as a soil amendment. However, Reclamation is also looking for
alternative methods of disposal and will evaluate these methods as
part of the proposal review and evaluation. Due to weather
considerations we will be hosting a site visit before we issue the
solicitation. The solicitation will not be available until
approximately November 15, 1998, with an expected award date of March
1999, and work to begin April 15, 1999. We expect to award a base year
contract with up to four option years. The site visit is scheduled for
September 15, 1998 at 8 a.m. We will meet at the Grand Coulee Power
Office, Administration Building at 7:45 a.m. to 8:00 a.m. We will leave
the Grand Coulee Power Office at approximately 8 a.m. and arrive at
Barney's Junction (intersection of Highway 395 and Highway 20) at
approximately 10:30 a.m. (Offerors located in that general area that
wish to join the site visit may meet up with the group at Barney's
Junction at 10:30 a.m.) We will drive up the Columbia River to the town
of Kettle Falls, Washington, then on to the Kettle River Facility and
further up the Columbia River to the China Bar Facility. We will show
the log booms set up for debris collection. Then we will drive back
downriver to the Boise Cove Facility where the debris removal and
grinding process has been completed in the past. This site visit may
take most of the day and a break for lunch may be scheduled at an
