39 -- RAIL AND BLOCK ASSEMBLY SOL DAAN02-98-T-1252 DUE 091798 POC Contract Specialist KATHY WILDER (508) 233-4124 (Site Code DAAN02) This is a combined/synopsis/solicitation for commercial item Rail/Block Assembly prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement posted on the world wide web constitutes the only solicitation. A written solicitation will not be issued. Offerors arerequired to submit a hard copy proposal. This is a full and open competition for commercial off the shelf Rail/Block Assemblies. A Firm Fixed Price order is intended to be used for the procurement of 54 Rail/Block Assemblies. All clauses applicable to this solicitation may be accessed electronically at the following addresses: http://www.arnet.gov/far; http://farsite.hill.af.mil; http://www.dtic.mil/dfars. The normal accuracy grade linear motion blocks and rails needed for the roller slide design shall meet the following performance requirements for the 4 blocks/kit: 1) Dynamic load capacity of at least 9000 lbs. to withstand and pass 12" drop test (for information only Mil-Std-907B) or an equivalent test method, and will pass large assembly transport test (for information only Mil-Std-8103E) or an equivalent test method; 2) The following are not to exceed dimensions (a) height of block and rail together 48mm, b) block width 70mm, (c) length 111mm, (d) block mounting hole space pattern is 50mm square; 3) Bearing which re-circulates in precision ground raceways; 4) Made of hardened, precision ground steel; 5) Easily assessable lubrication points; 6) Means to prevent contaminants from entering the guide; 7) Block and rail to have corrosion resistance protection, i.e. resist corrosion in severe environments per (for information only Mil-Std-8103E Method 509.3 Procedure 1) or an equivalent test method. The normal accuracy grade linear motion blocks and rails needed for the roller slide design shall meet the following performance requirements for the 2 Rails/kit: 1) Overall rail length is 863.6mm; with center distance to first hole of 19.2mm from end of the rail; 2) Mountingholes in rail spaced 80mm apart; 3) Made of hardened, precision ground steel. Note: a certificate of compliance is required. The items shall be preserved, packaged and shipped FOB Destination in accordance with best commercial practices. Delivery to be made 60 days after award of contract. The Government will award a Purchase Order based on the Best Value to the Government in accordance with the evaluation criteria set forth below. The following evaluation criteria, in descending order of importance, will be used to evaluate offers: TECHNICAL: The proposed items' capability to meet the solicitation requirements as demonstrated by the product literature and written proposal. Literature submitted should include commercial warranty terms offered. PRICE: Price will be evaluated for price realism and fair and reasonableness. PAST PERFORMANCE: The offeror's recent relevant experience is providing these or similar items will be evaluated for performance risk. TECHNICAL is greater in importance than PRICE which is significantly greater in importance than PAST PERFORMANCE.
