Code DAAD07) This is a notice that White Sands Missile Range (WSMR),
NM, intends to contract on an other than full and open competition
basis with Greystone Technology Inc., 4950 Murphy Canyon Road, San
Diego, CA 92123. This procurement acquires follow-on software migration
of the Virtual Airborne Reconnaissance Low (VARL). The ARL is a manned
aircraft, DHC-7, equipped with various intelligence-gathering sensors,
referred to as the mission payload. Some of the sensors are Synthetic
Aperture Radar (SAR); Moving Target Indicator (MTI); Forward Looking
Infrared Radar (FLIR); Daylight Imaging Sensor (DIS); Infrared Line
Scanner (IRLS), and others. Currently, the VARL is heavily linked with
the Real-time Application Graphics Environment, RAGE. Phase I
developed a VARL prototype under Purchase Order Number
DAAD07-97-M-0936. This prototype allowed the interaction of VARL and
Combat Synthetic Test and Training Assessment Range (CSTTAR). Phase 11A
will migrate the current VARL software (SW), which resides on 1 Silicon
Graphics Inc Onyx Infinite Reality platform, 4R10000 processors to 2
SGI R10000 02 platforms. The government will be providing the hardware.
Phase 11B will take Phase 11A software and California Microwave Inc
operational SW and integrate this into a trainer to be utilized in the
areas of current VARL operation. The contractor will function as part
of an Integrated Product Team in fulfilling this portion of the
contract. Furthermore, the government will be leveraging off the
Virtual Unmanned Aerial Vehicle, V-UAV, for upgrades to the VARL SW.
This leveraging will take place when there are upgrades to the V-UAV
Multiple UAV simulation environment, MUSE. The rage is sole propriety
of Greystone Technology Inc. For another manufacturer's equipment to be
fully compatible and interchangeable with the real time graphic
environment, it would be necessary for that manufacturer to acquire the
rights from or subcontract to Greystone, Inc. A three (3) year
cost-plus-fixed-fee completion form contract is contemplated, for a
total of thirty-six (36) months or three (3) years. The
VARL-Demonstrator requires delivery 30 days after contract award; the
VARL-Trainer requires delivery 90 days after contract award, and three
other VARL Trainers may be purchased at the option of the Government
during the three year period. Note 22 applies; however, all offers
received within 15 days (in lieu of 45 days) after date of publication
of original synopsis will be considered by the Government. Interested
