National Cancer Institute (NCI) intends to procure PCR detection
equipment from Boehringer Mannheim Corporation, Indianapolis, Indiana,
in accordance with the simplified acquisition procedures authorized in
FAR Part 13. This announcement constitutes a combined
synopsis/solicitation, and a separate written solicitation will not be
issued. The solicitation includes all applicable provisions and
clauses in effect through FAR FAC 97-05. A. Requirement The Pediatrics
Branch, NCI, uses polymerase chain reaction (PCR) detection equipment
to identify and characterize a variety of PCR products, and requires
the fastest and most advanced equipment available to expand its
research studies. Accordingly, it plans to procure a Light Cycler
Instrument System from Boehringer Mannheim Corporation that includes
the following features: 1) LightCycler instrument; 2) Sample carousel:
premounted, removable, with plug-in positions for 32 capillaries; 3)
Capillaries: 1.5mm outer diam., 3 cm long, capable of holding
5—20 ul of sample; 4) Microvolume fluorimeter: Rodenstock optics,
3 detection channels of 530, 640, and 710 mm, Stepper motor; 5) LED
Light Source; 6) Heating Chamber with heating coil, high speed fan, and
cooling body; 7) Specialized software: application-specific with
macros; 8) Computer: 266 MHZ Pentium II PC with 32 MB of RAM, 2 MB of
VRAM, 4.0 GB hard drive, 3.5", 1.4 MB floppy disk drive, CD-ROM drive,
sound card, internal speakers, HP Laser Jet 6P printer with 600 dpi
resolution, and MS-DOS and Windows NT systems; 9) Motor:
low-maintenance, positions samples over optics; 10)Three-year extended
warranty service. The brand/models listed above establish a standard
of quality, and NCI will consider offers for these systems and
components or their equals. The selected system must also meet the
following performance characteristics: 1)Perform amplification and
quantification in closed glass capillaries; 2)Perform typical PCR
experiments in 30 minutes; 3)Permit data to be monitored through the PC
workstation. B. Planned Source Boehringer Mannheim Corporation is the
only source known to NCI that can meet these requirements, and this
notice of intent is not a request for competitive proposals. However,
if any interested party believes it can meet the above requirements, it
may submit a statement of capabilities. Information must be in writing
and must contain material in sufficient detail to allow NCI to
determine if the party can fully meet the requirement. Capability
statements must be received in the contracting office by 3:00 p.m.,
EST, on September 22,1998. The Government will exercise its sole
discretion to compete or not compete the requirement based upon the
responses to this notice. Information received will be considered
solely for the purpose of determining whether to conduct a competitive
