IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is
AE0719 and the solicitation is being issued as a Request for Quote
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-03.
The Environmental Protection Agency (EPA) anticipates that the contract
will be awarded as a result of full and open competition. A
firm-fixed-price contract is anticipated to result from the award of
this solicitation. The associated Standard Industrial Classification
Code for this procurement is 3826, and the small business size standard
is 500 employees. The contractor shall provide an Electrospray Time of
Flight Mass Spectrometer, which shall include an integratedSyringe
Pump. The minimum specifications are: (1) independent x and y
directional controls are required; (2) the method of desolvation must
use heated gas flow (nitrogen); (3) it must use a grided reflector; (4)
the mass range shall be 40 -- 10,000 m/z (40-4000 and 100 -- 10,000
ranges); (5) the mass resolution shall be the triple charge ion of
Neurotension (558.3110)which must have resolution (FWHM) > 5000; (6)
the mass accuracy shall have external standard calibration accuracy
within +/- 0,1% (100 ppm) using the +3 ion of Angiotensin and also +/-%
for myoglobin. Internal standard calibration shall provide accuracy
within +/- 0.001% (10pp) using the +3 ion of Angiotensin; (7)
sensitivity: using a 1 pin/ul solution of Neurotension flowing at 1
ul/min, >10:1 S/N for 0.6 sec. Spectrum acquisition -- 10 fm total
material consumed; (8) negative ions: using a 10 pm/ul solution of
Glu-1-Fibrinipepytide, S/N > 200 and resolution > 5000 generated
for the -- 2 ion; (9) Florate: 1- 50 ul/min; and (10) Spectral
Acquisition Rate: 10 Spectra/sec maximum rate. Brochures or
manufacturer specifications must be included with your bid/offer.
Delivery is required within 60 calendar days after contract award. The
equipment shall be delivered to the following address: U.S.
Environmental Protection Agency, Andrew Breidenbach Environmental
Research Center, 26 W. Martin Luther King Drive, Cincinnati, OH 45268.
The following FAR provisions apply to this solicitation: 52.212-1,
Evaluation-Instructions to Offerors-Commercial; 52.212-2,
Evaluation-Commercial Item. Evaluation criteria to be included in
paragraph (a) of provision 52.212-2 are as follows: (i) technical
capability to meet the Government requirements; (ii) past performance;
(iii) price, in decreasing order of importance. Technical and past
performance, when combined, are significantly more important than
price. All offerors are to include with their offers a completed copy
of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clause applies to
this acquisition: 52.212-4, Contract Terms and Conditions-Commercial

Offerors must submit all technical questions concerning this
solicitation in writing to the Contract Specialist no later than
September 10, 1998. EPA will answer questions which may affect offers
in an amendment to the synopsis/solicitation. EPA will not reference
the source of questions. Cost and technical information should be
submitted in separate proposals. Please submit three copies of offers
