69 -- TECHNICAL ENGINEERING SUPPORT TO CORRECT KNOW DEFICIENCIES IN THE BLADE ELEMENT ROTOR MODEL, FLIGHT DYNAMICS MODELS, AND RELATED AREAS FOR DEVICE 2F161, UH-1N WEAPONS SYSTEMS TRAINER (WST) POC Mr. Jim Wilson, Contract Specialist, Contract Specialist, at 407-380-4012 or Mr. Michael J. White, Contracting Officer, 407-380-4085 The Naval Air Warfare Center Training Systems Division is planning a Sole Source Acquisition to Opinicus Corporation for corrections to the Blade Element Rotor Model, Flight Dynamics Models, Surface Reactions, and Flight Controls deficiencies for Device 2F161, UH-1N WST located at Camp Pendleton, CA. These corrections require the utilization of the Software Development Automatic Test and Debug Tool (SDATS ) developed and optimized specifically for debugging helicopter flight simulation featuring Blade Element Rotor Models. This software is Opinicus proprietary and was successfully utilized in the Engineering Analysis of the UH-1N WST Aero Models Study. Blade Element Rotor Models are highly complex and are only used in three other training simulators in the US Navy/Marine Corps inventory (CH-53E, CH-46D and E). For any firm to be considered as technically acceptable to perform this effort, the firm must have the "de-bugging" software tool and must have successfully demonstrated a thorough knowledge of the UH-1N WST Code and the ability to successfully debug and optimize these Blade Element Rotor Models. Numbered Notes 22 and 25 apply. This planned procurement is anticipated to be on a firm fixed-price contract.
