Healthcare System Acquisition Center intends to purchase on a sole
source basis the following items manufactured by Micromedex Inc. of
Englewood CO 80111-4740 for the VA Hospital, Hines IL: Micromedex
Database System including the Micromedex DrugDex, Emergindex,
Martindale, CareNotes and duplicate subscription stand-alone backup
system. Procurement also includes Software License, user fees as well
as installation, and support services. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Far Subpart 12.6 as supplemented with additional
information included in this notice. SIC Code 7372. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE
ISSUED. The Micromedex systems MUST be compatible with existing PC
network system at the hospital and must be operable with Windows 95/NT.
Features of this system will also include: (1) Drug Monographs which
shall provide descriptions of therapeutic uses (both FDA approved
indications and non-FDA approved indications); reviews of selected
studies for various indications; pharmacokinetics (drug absorption,
distribution, metabolism, excretion); contraindications and
precautions; drug-drug and drug-nutrient interactions; IV
compatibility, adverse drug reaction recommendations for patient
monitoring dosage strengths and brand names (domestic and abroad)links
to manufacturers (phone numbers and addresses). (2)Adverse Drug
Reactions Index which allows for rapid identification of medications
that cause patient-specific adverse drug reactions at the point of
patient care. (3) Drug Consults which provides for comprehensive
reviews of therapeutic treatments performed by professional review of
medical literature must be readily available at the point of patient
care. (4) Tablet/Capsule Identification which allows for rapid
identification of tablets and capsules at the point of patient care.
(5) Foreign Drug Information (Martindale) which provides detailed
information on foreign drugs to ensure proper treatment of our patients
receiving medication from abroad. This information must be available at
the point of care and (6) Patient Education which provides necessary
information to give to patients regarding their medications, regarding
discharge instructions, and regarding procedures. This information
will be regularly updated and contain the drugs and procedures commonly
encountered by VA patients. All of the above must reference primary
literature, as review of the primary literature may be required for
appropriate clinical decisions/patient management. This Micromedex
system will provide all of the information described in a single,
comprehensive system. Solicitation documents and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-05 Training shall be provided by the vendor and shall be
scheduled with the CO upon delivery and installation of the equipment.
The Government will make payment in arrears on certified invoice upon
final acceptance. This will be a firm fixed price contract AND MUST
INCLUDE ALL COSTS ASSOCIATED WITH THE DELIVERY AND INSTALLATION. Items
shall be shipped FOB Destination to the VA Hospital Fifth & Roosevelt,
Hines IL 60141. The following incorporated provisions and clauses are
the in effect through Fac 97-05 and are applicable to this acquisition.

852.270-4, Commercial Advertising; Vendor must include a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. All equipment,
replacement parts, components, hardware, software and firmware
containing information technology delivered under this solicitation
shall be year 2000 compliant and written documentation to the Year 2000
compliance must be provided. Year 2000 compliance means that
information technology accurately processes date/time data (including,
but not limited to, calculating, comparing, and sequencing) from,
into, and between the twentieth and twenty-first centuries, and the
years 1999 and 2000 and leap year calculations. Documentary evidence
must be provided that the equipment, replacement parts, components,
hardware, software and firmware offered is year 2000 compliant. The
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. Interested parties may identify their
interest and capabilities to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. A determination by the Government not to compete to this
proposed contract based upon responses to this notice is solely with
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. All responses must be submitted no later than
4:30pm on 09/18/99 to the Contracting Officer indicated above. Posted
